In the field of training for the Border service of the State committee of homeland security of the Kyrgyz Republic

The Cabinet of Ministers of the Kyrgyz Republic and the Government of the Republic of Kazakhstan which are hereinafter referred to as by the Parties proceeding from desire to develop and strengthen the friendly relations, aiming at adjustment and deepening of integration processes in the field of safety of external borders, understanding crucial importance of professionally prepared military personnel of border troops for reliable protection of external borders of the State Parties of the Commonwealth of Independent States,

being guided by Article 1 of the Agreement on cooperation in preparation and advanced training of military personnel for border troops of the State Parties of the Commonwealth of Independent States of November 3, 1995, agreed as follows:

Article 1.

The Kazakhstan Side accepts the military personnel of the Border service of the State committee of homeland security of the Kyrgyz Republic on training in Boundary academy of Committee of homeland security of the Republic of Kazakhstan (further - the KNB Boundary academy), at the address: The Republic of Kazakhstan, the city of Almaty, Prospekt Dostyk, 103, in the stipulated quantity within the limit of the number of staff approved by the Chairman of Committee of homeland security of the Republic of Kazakhstan, and the funds allocated for maintenance of the KNB Boundary academy on specialties and for terms which are coordinated annually by the Parties. Results of approval are drawn up by contracts.

Article 2.

Authorized bodies of the Parties, actionees of this agreement, are:

from the Kyrgyz Side - the Border service of the State committee of homeland security of the Kyrgyz Republic;

from the Kazakhstan Side - Committee of homeland security of the Republic of Kazakhstan.

In case of change of the name or functions of the above-named authorities of the Party will be timely notified through diplomatic channels.

Article 3.

Acceptance of the military personnel on training is carried out according to annual written requests of the Kyrgyz Side, recommendations and opportunities of the Kazakhstan Side. Requests go not later than six months prior to training. In requests specialties of training and the number of candidates on each specialty separately, the level of the general education of candidates for training are specified.

The Kyrgyz Side performs candidate screen on training in the KNB Boundary academy according to the quota which is annually established by the Kazakhstan Side.

According to educational programs of the higher education in military, special educational institutions of bodies of homeland security of the Republic of Kazakhstan (further - VSUZA of ONB) citizens of the Kyrgyz Republic are accepted:

1) the receipts of age of seventeen years having secondary general, primary professional or secondary professional education, not passing military service, reached in year, but is not more senior than twenty one years;

2) the passed military service or service in special state bodies, and the military personnel passing conscription military service before achievement by them in year of receipt of age of twenty four years;

3) the military personnel passing military service under the contract or the employees serving in special state bodies before achievement by them in year of receipt of age of twenty five years.

The age of the candidate for study with the reduced term of training is determined by educational programs of the higher education and the higher education on the date of its transfer in VSUZA by ONB.

Article 4.

The Kyrgyz Side in accordance with the established procedure performs professional selection, medical examination, carrying out on competitive basis of admission examinations according to the installed program of the Kyrgyz Side and directs to training of the military personnel in the KNB Boundary academy in in advance determined terms.

Training is provided in Russian according to the existing working curricula and the working training programs adopted in VSUZAH by ONB.

The candidate shall have basic level of ownership of Russian. Check of oral and written speech skills of ownership of Russian is performed with obligatory participation of representatives of the Kazakhstan Side.

Article 5.

The Kyrgyz Side in one month prior to training sends to the address of the Kazakhstan Side:

- two copies of lists of the military personnel with indication of military rank, surname, name, middle name, year of birth, the general education, expected specialty;

- educational cases of candidates for training which include:

results of professional selection, the conclusion about availability of the rights of obtaining (transfer) of the data carried to the state secrets and notarized copies of documents on senior secondary education.

Educational cases of the military personnel of the Kyrgyz Side deducted or who graduated from the KNB Boundary academy go to the Kyrgyz Side.

Military personnel of the Kyrgyz Side arrives to training in accordance with the established procedure by the beginning of academic year, having in case of themselves:

- the valid identity document granting the right to crossing of Frontier of the Republic of Kazakhstan;

- originals and copies of education documents, the studied objects and estimates received on them;

- the statement from the sheet of delivery of admission examinations in higher educational institutions;

- the conclusion of medical examination and fluorographic research of bodies of thorax in direct projection with prescriptive limit no more than 3 (three) months, and also the medical certificate about inspection on HIV infection and hepatitis (In, C) with prescriptive limit no more than 1 (one) month;

- five photographs in size 4, 5kh cm 3,5 in military uniform;

- the corresponding form of the admission to the state secrets of the Kyrgyz Republic.

Documents of candidates for study shall be processed in Russian and are notarized.

The Kyrgyz Side provides arrival of candidates for training at the scheduled time.

In case of impossibility of arrival of the military personnel of the Kyrgyz Side by the beginning of training, the Kyrgyz Side not later than ten days prior to training shall notify on it the Kazakhstan Side.

In case of the direction the senior of national group of number of the servicemen of the Kyrgyz Side who is her representative in the KNB Boundary academy is appointed to training by the Kyrgyz Side.

Article 6.

According to working curricula the military personnel of the Kyrgyz Side studying in the KNB Boundary academy are annually granted vacation leaves:

1) summer holiday - thirty days;

2) winter leave - fourteen days.

Time necessary for journey to the venue of vacation leaves and back, is not provided.

Article 7.

The Kazakhstan Side during training of the military personnel of the Kyrgyz Side in the KNB Boundary academy provides:

- temporary registration in law-enforcement bodies of the Republic of Kazakhstan;

- grant;
