About introduction of the moratorium on allocation of budgetary funds for separate expenses when planning and independent use of the economy formed in case of budget implementation on separate expenses

For the purpose of optimization and prioritization of expenses republican and local budgets Government of the Republic of Kazakhstan DECIDES:

1. Impose till December 31, 2028 the moratorium on:

1) allocation of budgetary funds when planning expenses republican and local budgets on:

new initiatives in the social sphere;

creation of new off-budget funds;

construction and acquisition of new office buildings and complexes of state bodies, except for objects of the administrative and territorial units formed since 2022;

construction of new objects and constructions of the organizations of culture determined by the Law of the Republic of Kazakhstan "About culture";

2) independent use by administrators of the budget programs and subjects of the quasi-public sector of the saved means formed according to the budget development programs and capital expenditures by results of public procurements.

2. Requirements of Item 1 of this resolution do not extend to the cases connected with accomplishment of the actions which are previously approved with the central authorized bodies on budgetary planning, state planning, regional policy, the budget policy taking into account requirements of Item 3 of Article 2 of the Budget code of the Republic of Kazakhstan.

3. The means released as a result of introduction of the moratorium to redistribute on the priority projects providing economic growth.

4. To state bodies together with state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan, local executive bodies and subjects of the quasi-public sector:

1) when planning republican and local budgets for 2026 - 2028 and transfers of general nature for 2026 - 2028 to provide observance of provisions of the subitem 1) of Item 1 of this resolution;

2) to take necessary measures for implementation of this resolution.

5. This resolution becomes effective from the date of its signing.
