Based on paragraphs of the fifth or seventh, twelfth of Article 10, 49, parts one of Item 5 of Article 53 and part one of Item 1 of article 54 of the Law of the Republic of Belarus of July 13, 2012 No. 419-Z "About public procurements of goods (works, services)" the Ministry of anti-monopoly regulation and trade of the Republic of Belarus DECIDES: parts one of Item 3 and the paragraph of the eighth of part one of item 4 of Article

1. Determine that:

1.1. when holding procurement procedure from one source, except for procurement procedure from one source when which implementing the customer (organizer) determines the supplier (the contractor, the contractor) with use of electronic trading platform, studying of market situation of goods (works, services) which are subject of public procurement is carried out by the customer (organizer) one or several of the following methods:

the directions of requests about provision of data we rub at least (in case of their availability) to potential suppliers (contractors, contractors), information on which is available in open access on the global computer Internet. In case of purchase of goods the direction of such requests to domestic manufacturers is obligatory;

the directions of requests about provision of data to participants of open or closed competition, electronic auction, procedure of request of price offers in case of recognition of such procedure cancelled and holding procurement procedure from one source;

studying of the price information on goods (works, services) containing in price lists of current prices (rates) for goods (works, services), price lists, and also the information placed by potential suppliers (contractors, contractors) on the websites on the global computer Internet, electronic trading platforms or received by the customer (organizer) from potential suppliers (contractors, contractors) without the direction of requests about provision of the data specified in the paragraph the second to this part.

The requests about provision of data specified in the paragraph the second to part one of this subitem go to suppliers (contractors, contractors) in case of lack of price information to the goods offered by them (works, services) on their official sites on the global computer Internet, electronic trading platforms;

1.2. the requests about provision of data specified in paragraphs second and third subitem 1.1 of this Item (further – requests), shall contain:

name of type of the procedure of public procurement;

the name of subject of public procurement, I will eat around him (quantity), and also term (terms) and the place (places) of delivery of goods (performance of works, rendering services), being subject of public procurement, and procedure for their payment;

ceiling price of subject of public procurement;

date and procedure for provision of data on the goods (works, services) offered by potential suppliers (contractors, contractors) and the prices of them (further – the answer to the request);

the description of subject of public procurement, its parts (lots) if the subject of public procurement is divided into parts (lots), and also (if necessary) the list of the documents and (or) data confirming compliance to subject of public procurement and to requirements to subject of public procurement;

other information provided by the customer (organizer);

1.3. the direction of requests and answers to requests (in case of their representation) potential suppliers (contractors, contractors) is performed by the customer (organizer) by means of mail or fax connection, e-mail, delivery by the courier, and also in other form allowing to provide document storage and (or) the data;

1.4. the certificate of holding procurement procedure from one source shall contain in addition to the data specified in paragraphs the second or seventh to part one of item 4 of article 49 of the Law of the Republic of Belarus "About public procurements of goods (works, services)":

data on compliance of the supplier (the contractor, the contractor) with which the agreement of public procurement, to requirements to the participants established by the customer according to Item 2 of article 16 of the Law of the Republic of Belarus "About public procurements of goods (works, services)" is signed;

specifying of source of financing of public procurement;
