1. Approve the enclosed changes which are made to Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register, approved by the order of the Government of the Russian Federation of May 31, 2023 No. 892 "About approval of the Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register and recognition voided some acts of the Government of the Russian Federation" (The Russian Federation Code, 2023, No. 23, Art. 4202; 2025, No. 43, Art. 6404).

The legal entities, individual entrepreneurs who signed not at the organized biddings agreements under which obligations provide transition of the property right to the goods (further - off-exchange agreements) specified in the subitem "y" of Item 2 of the Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register approved by the order of the Government of the Russian Federation of May 31, 2023 No. 892 "About approval of the Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register and recognition voided some acts of the Government of the Russian Federation" (in edition of this resolution), admitted to organized trading, have the right from January 1, 2026 to February 28, 2026 (inclusive) to provide in voluntary procedure in the register of off-exchange agreements information on the signed off-exchange agreements.

3. This resolution becomes effective since March 1, 2026, except for Item 2 of this resolution which becomes effective since January 1, 2026.

1. Add Item 2 with the subitem "y" of the following content:

4. In paragraph one of Item 19 of the word "subitems "an" and "v" - "t" of Item 2" shall be replaced with words "subitems "an" and "v" - "at" Item 2".

5. In the paragraph the second Item 27 to replace figure "5" with figure "6".

6. Add with appendix No. 6 of the following content:

to Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register

The list of the information provided to the exchange performing carrying out the organized biddings at which purchase and sale agreements of goods, concerning cement supply are signed

1. Type and class of durability of cement.

2. Resource code according to the qualifier of construction resources (in the presence).

3. Name of line item of the qualifier of construction resources (in the presence).

4. Unit of measure according to the qualifier of construction resources (in the presence).".
