About entering of amendments into the order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of April 30, 2019 No. 256 "About approval of Rules of implementation of activities by subjects of natural monopolies"
I ORDER:
1. Bring in the order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of April 30, 2019 No. 256 "About approval of Rules of implementation of activities by subjects of natural monopolies" (it is registered in the Register of state registration of regulatory legal acts for No. 18608) the following amendments:
in Rules of implementation of activities by subjects of the natural monopolies approved by the specified order:
add Item 2 with the subitem 14) of the following content:
"14) procedure for approval of credit agreements of subjects of natural monopolies by authorized body for attraction of loans international financial institutions, specialized industry banks, Development bank of Kazakhstan and banks of the second level of the Republic of Kazakhstan.";
add Item 3 with subitem 9-1) of the following content:
"9-1) Kazakhstan producer - the subject of entrepreneurship which is resident of the Republic of Kazakhstan, included in the register of the Kazakhstan producers;";
add Item 51 with the subitem 4) of the following content:
"4) support to the Kazakhstan producers.";
add with Items 105-1, 105-2 and 105-3 of the following content:
"105-1. Purchases of goods, works, services as method of tender are carried out by means of the portal by use of two-stage procedures.
Two-stage procedures of purchases of goods, works, services by means of the portal includes the following procedures:
1) tender among the Kazakhstan producers;
2) tender.
The document confirming production of goods by the potential supplier who is in the register of the Kazakhstan producers is the Industrial certificate issued by National chamber of entrepreneurs of the Republic of Kazakhstan.
