I. Main objective

1. Determine main objective of adoption of this Decree reducing to 90 billion sum of administrative expenses of entrepreneurs, and also saving of their time up to 15 days in processes of interaction with state bodies.

II. Implementation of system of complex registration of business

2. Implement since January 1, 2026 procedure for simultaneous rendering the following services in case of state registration of subjects of entrepreneurship on the basis of the principle "Begin business in 15 minutes":

(a) provision of key of the digital signature;

(b) filing of application on opening and activation of bank accounts;

(c) the direction of the statement on receipt of the license, permission or the notification on some types of activity;

(d) execution of the lease agreement of real estate;

(e) receipt of the certificate of the taxpayer on value added (taxpayers to whom the certificate is granted in automatic procedure without refining of level of tax risk);

(g) acquisition online of cash registers online and their registration in tax authorities;

(h) appointment of the head of the legal entity and its statement to accounting in the interdepartmental hardware and software "Single National System of Work".

3. Determine that within the principle "Begin business in 15 minutes":

(a) the subject of entrepreneurship voluntarily uses each service on the basis of the choice;

(b) on the chosen services the possibility of implementation of payment by single QR code is created.

4. Determine that since January 1, 2026:

(a) individual entrepreneurs are allowed to have trade name;

(b) in case of change of primary data (name, surname, middle name, trade name, the address, form of business, etc.) of subjects of entrepreneurship of change according to these data are brought in the certificate of the individual entrepreneur, the license, permission and the notification free of charge by interdepartmental electronic interaction in automatic procedure. At the same time:

(i) data on change of name, surname and middle name of the individual entrepreneur are provided through the automated information system "ID card" of the Ministry of Internal Affairs;

(ii) other information is provided from the Automated system of state registration and registration of subjects of entrepreneurship in the information system "License" in real time in accordance with the established procedure.

III. Simplification of licensed and allowing procedures

5. Since March 1, 2026:

(a) in case of application of penalty to legal entities for making of offense in the field of licensed, allowing and notifying procedures to cancel procedure for administrative prosecution of their officials;

(b) in case of receipt of the license and documents of allowing nature in the information system "License" to implement service of voluntary provisional estimate in case of which:

(i) within provisional estimate compliance of data on the buildings and constructions, material and technical resources, the equipment planned to acquisition, the hired workers for receipt of the license or permission by the applicant and other data, to requirements and conditions of receipt of the license and permission is studied, and also the corresponding conclusion is issued;

(ii) the service of provisional estimate is rendered in time, not exceeding 20 days, and also the payment is levied in the amount of, not exceeding the collection paid for consideration of the application on issue of the corresponding license or document of allowing nature.

IV. Organization, providing and control of execution of the Decree

6. Approve "Road map" on reduction of loading of state regulation of business activity, and also to reducing bureaucratic barriers it agrees prilozheniyu*.

7. To national news agency of Uzbekistan and National broadcasting company of Uzbekistan to organize work on extended coverage in mass media, the Internet and social networks of the purposes, tasks of this Decree and the expected results of its execution.

8. To the Ministry of Justice in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.

9. Assign to the Minister of Justice A. D. Tashkulov the personal responsibility for the effective organization of execution of this Decree.

10. Discussion of course of execution of this Decree, implementation of coordination and control of activities of the departments responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
