About measures for support of health and pharmaceutical workers

For the purpose of strengthening of social protection of employees of the public medical institutions, I decide increases in their material interest, creation of worthy conditions for effective work:

I. Purposes

1. Determine main objectives of support of health and pharmaceutical workers:

(a) strengthening of social protection of health and pharmaceutical workers, increase in their material interest;

(b) implementation of measures of additional stimulation of the self-sacrificing workers rendering to the population high-quality and effective medical services;

(c) creation of additional opportunities for increase in the professional qualification by perspective young specialists;

(d) increase in the authority of doctors on society under the motto "the doctor-the keeper of health of the population".

II. Financial support of health and pharmaceutical workers

2. Since 2026 annually to encourage employees of the public medical institutions in connection with Day of health workers in the minimum wage at the expense of Fund of material stimulation and development of medical institutions.

3. Due to the Day of health workers annually to hold competition on the following nominations:

(a) "The best head of republican hospital", "The best head of territorial authority of health care";

(b) in each region:

(i) "The best head of district (city) body of health care", "The best head of family polyclinic", "The best doctor of the area (city)" and "The best average health worker of the area (city)";

(ii) "The best family polyclinic", "The best district (city) hospital" and "The best territorial hospital".

4. Determine that:

(a) following the results of tender winners are encouraged with one-time remuneration for the account of the State trust fund of development of medicine (further - Fund) in the following sizes:

(i) medical institutions - 500 million sum;

(ii) health and leading employees - 30 million sum;

(b) winners of tender are declared on the eve of Day of health workers, practice of their representation to the state awards, and also training in the prestigious educational and scientific organizations abroad by fund on the basis of programs of management and other modern programs is adjusted;

(c) winners of tender in the nominations "The Best Head of Republican Hospital", "The Best Head of District (City) Body of Health Care" and "The Best Head of Family Polyclinic" are represented to rewarding with honorary title "÷zbekiston Respublikasida hizmat k¸rsatgan soglikn saklash hody" ("The honored worker of health care of the Republic of Uzbekistan").

5. Since April 1, 2026 to transfer the mode of working hours of the public medical institutions to five-day business week. At the same time for the purpose of providing going concern of medical institutions in festive and the days off work will be organized on the basis of watch.

6. Determine that since January 1, 2026 in the public medical institutions by fund:

(a) the one-time monetary reward in the amount of the 50-fold size of basic settlement size is paid to the doctors of medical institutions of areas (cities) who implemented new methods of treatment at the level of the area (city) and achieved its positive result;

(b) part of the amount of the annual contract in the direction of formation of bachelor degree in the highest educational organizations in the territory of the republic in the amount of 30 percent, but not exceeding the 15-fold size of basic settlement size is compensated to children of the health and pharmaceutical workers having length of service of at least 15 years in the public medical institutions;

(c) the expenses of health and pharmaceutical workers connected with publication of Articles in the magazines indexed in the international scientific and technical databases and with high impakt-factor are completely covered;

(d) 25 percent of the initial contribution for housing acquired on the basis of mortgage loan for the purpose of provision of housing annually for 500 health and pharmaceutical workers having length of service of at least 15 years in the public medical institutions become covered.

7. Agree with the offer of the Ministry of Health and Ministry of Economics and finance on payment since January 1, 2026 of the monthly allowance in the amount of 10 percent of official pay rate to the employees of the public medical institutions who underwent national accreditation.

8. Provide since January 1, 2026 to health and pharmaceutical workers of the public medical institutions the following additional benefits:

(a) rendering to the workers having length of service at least 3 years in the public medical institutions, free high-technology specialized medical care once a year at the expense of means of the Government budget;

(b) issue to the workers having length of service of at least 15 years in the public medical institutions, the free permit in the sanatoria located in the territory of the republic, once a year at the expense of means of Federation of trade unions of Uzbekistan and medical institution;

(c) decrease twice amount of payments for the state services of all types.

III. Organization, providing and control of execution of the resolution

9. To the Ministry of Health to take measures for approval of criteria and procedures of application of the privileges determined by this resolution and also identifications of winners of tender in a month.

10. To the Ministry of Economics and finance since 2026:

(a) to annually allocate Fonda in addition indexed 100 billion sum for these purposes;

(b) to provide prediscretion in parameters of the Government budget of necessary means for financing of the expenses connected with implementation of the actions determined by this resolution.

11. To the Ministry of Health together with the interested ministries and departments in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

12. Assign to the Minister of Health A. A. Hudayarov the personal responsibility for the effective organization of execution of this resolution.

13. Discussion of course of execution of this resolution, implementation of coordination and the control of organization activity responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the deputy manager of Administration of the President of the Republic of Uzbekistan on health care reforming T. A. Aliyeva.
