About creation of the American-Uzbek business and investment council

For the purpose of further expansion and strengthening of the mutually beneficial trade and investment and commercial relations between the Republic of Uzbekistan and the United States of America, and also high-quality improvement of business environment and support of business activity, the organization of effective work in this direction I decide:

1. Take into consideration that during the visit of the President of the Republic of Uzbekistan on November 4 - 6, 2025 in the USA within the summit of "C5+1" the agreement on creation of the American-Uzbek business and investment council is reached (further - Council) under co-chairmanship of the head of Administration of the President of the Republic of Uzbekistan from the Uzbek side and the U.S. President's representative in coordination with the American side.

2. Confer to the head of Administration of the President of the Republic of Uzbekistan powers according to structure of Council, its regulations and the procedure of activities from the Uzbek side.

3. Determine priority study of the following questions submitted for consideration of Council:

(a) coordination of development and approval of strategic business initiatives, large investment and trade projects, and also permanent monitoring of their realization;

(b) creation of special investment fund for mobilization of additional investments into Uzbekistan, with determination as anchor investors Corporation of the international financial development (DFC) and from the Uzbek side, and also with involvement of large international financial institutions (the EBRD, IFC, ABR) for financing of the major infrastructure and strategic projects and separation of risks;

(c) continuation of negotiations on questions of mutual decrease in the tariff charges;

(d) system promotion of products and services of the companies - residents of the Technology park of software products and information technologies (IT park);

(e) introduction of offers on diversification of investment portfolio of the country, including part of currency holdings of the Central bank of the Republic of Uzbekistan and other assets.

4. For the purpose of increase in efficiency of coordination of foreign policy and state initiatives since January 1, 2026 to enter into structure of Embassy of Uzbekistan in the USA additional position of the minister counselor - the representative of Administration of the President of the Republic of Uzbekistan in the USA (further - the minister counselor). Determine that:

(a) position assignment of the minister counselor and release from it, and also approval of regulations of its activities are performed by the head of Administration of the President of the Republic of Uzbekistan;

(b) the minister counselor in the activities is accountable to the head of Administration of the President of the Republic of Uzbekistan and is responsible for support of activities of the head of diplomatic representation of the Republic of Uzbekistan in the USA regarding development of the bilateral relations.

5. Assign the following tasks to the minister counselor:

(a) direct initiation and discussion of questions of implementation of large and strategic investment and trade projects in Uzbekistan and the USA;

(b) complex coordination of work of Council from the Uzbek side.

6. For strengthening of the investment-trade block and expansion of business cooperation, successful realization of tasks and projects of Council, and also assistance to work of the minister counselor to the Ministry of Foreign Affairs of the Republic of Uzbekistan:

(a) together with the Ministry of investments, industry and trade of the Republic of Uzbekistan in three-week time to make the offer on staff increase of staff of Embassy of the Republic of Uzbekistan in the USA;

(b) in a month to handle issue of opening of additional consulates in the territory of the USA, with inclusion in the contingent of employees and specialists with key hubs of industries of the USA for providing geographical coverage, and also taking into account concentration of large diasporas of compatriots (city of Philadelphia, Chicago, Orlando and Seattle).

7. Determine one of the main objectives of newly created consulates in the territory of the USA development and successful realization of model of effective interaction with the Uzbek diasporas living in all states of the USA.

8. Determine that since January 1, 2026 transactions of residents on investing activities in the USA - money transfer from accounts of residents in banks of the Republic of Uzbekistan for forming of authorized capitals of overseas enterprises (or equity participations), replenishments by current assets of their branches in the USA are performed without restrictions, within means on accounts of residents.

To Central Bank of the Republic of Uzbekistan to make the changes in the legislation following from requirements of this Item in a month.

9. To the Ministry of Economics and finance together with the Central bank for the purpose of increase in profitability to make in Council suggestions for improvement of structure of investment assets and currency holdings of the country, for the direction in the most profitable and highly liquid assets including which are in the USA.

10. To the ministry of investments, the industry and trade together with the Ministry of Foreign Affairs of the Republic of Uzbekistan in:

(a) two weeks to handle together with the American side issue of forming of permanent staff of executive body of Council with permanent office in the USA, including specialists from the USA;

(b) to bring twenty-day term for approval the regulations and the procedure of activities of Council from the Uzbek side;

(c) monthly term:

(i) submit for approval structure of Council from the Uzbek side, including with attraction in it significant representatives of the American business and investment community;

(ii) begin negotiations with the American side on the Agreement on mutual encouragement and protection of investments.

11. To the Ministry of Foreign Affairs of the Republic of Uzbekistan together with the interested ministries and departments to make in accordance with the established procedure offers on the changes and amendments in the legislation following from this Decree in a month.

12. To impose control of execution of this Decree on the head of Administration of the President of the Republic of Uzbekistan S. Sh. Mirziyoeva.
