Based on item 4 of Article 69, of Item 2 of Article 75 and part one of Item 2 of article 86 of the Law of the Republic of Belarus of January 10, 2014 "About customs regulation in the Republic of Belarus" the State Customs Committee of the Republic of Belarus DECIDES: No. 129-Z

1. Determine that:

1.1. when making by Authorized Economic Operator of the customs transactions connected with customs declaring and release of goods in the customs authority other than customs authority in which region of activities there are goods customs declaring of such goods is performed electronically;

1.2. date and time of the notification on arrival of goods for customs area of the Eurasian Economic Union in the Republic of Belarus (further - the notification) are fixed in information system of customs authority, except for the case specified in subitem 1.4 of this Item;

1.3. official of customs authority:

the fixed date and time of the notification are specified in empty seat of the first leaf of one of the documents determined in Item 1 of Article 88 of the Customs code of the Eurasian Economic Union;

the marks specified in the paragraph the second this subitem are put down on copy of the document which is subject to return to person who provided it and certified by print of personal number seal of the official of customs authority;

1.4. in case of defect of the information system caused by technical failure, violation in operation of means of communication (telecommunication networks and the global computer Internet) used by customs authority, electricity outage, the official of customs authority fixes date and time of the notification according to the procedure, specified in subitem 1.3 of this Item, with subsequent their entering into information system of customs authority after recovery of its working capacity;

1.5. customs authorities inform person performing temporary storage of goods:

about the release of such goods according to the procedure established by part one of item 4 of article 100 of the Law of the Republic of Belarus "About customs regulation in the Republic of Belarus";

about change of the place of temporary storage * goods by the direction with use of the nation-wide automated information system of number of the notification on placement of goods in the customs control zone assigned in case of issue by customs authority of permission to change of the place of temporary storage of goods before their release;

about issue of permission to departure of goods from customs area of the Eurasian Economic Union in the Republic of Belarus if foreign goods are stored in places of movement of goods through customs border of the Eurasian Economic Union in the Republic of Belarus, by the direction with use of the nation-wide automated information system of number of permission to departure of goods from customs area of the Eurasian Economic Union in the Republic of Belarus;

about application of withdrawal or arrest by the direction of information on withdrawal either arrest in written or electronic form;

* For the purposes of this resolution the place of temporary storage is understood as warehouse of temporary storage or other place in which according to Item 2 of Article 99 of the Customs code of the Eurasian Economic Union temporary storage of goods can be performed.

1.6. information specified in paragraph five of subitem 1.5 of this Item goes customs authority in which region of activities there is place of temporary storage of goods, no later than five working days from the date of application of withdrawal or arrest:

in writing the courier (courier) or by means of mail service;

electronically by means of system of interdepartmental electronic document management;

1.7. customs authorities perform the informing specified in paragraphs three and the fourth subitem 1.5 of this Item in short terms, but no later than one working hour of customs authority from the moment of issue of permission to change of the place of temporary storage of goods before their release or permission to departure of goods from customs area of the Eurasian Economic Union in the Republic of Belarus.

2. Recognize to invalid:

the resolution of the State Customs Committee of the Republic of Belarus of August 9, 2019 No. 36 "About the customs transactions connected with customs declaring and release of goods";

the resolution of the State Customs Committee of the Republic of Belarus of April 26, 2022 No. 22 "About change of the resolution of the State Customs Committee of the Republic of Belarus of August 9, 2019 No. 36";

the resolution of the State Customs Committee of the Republic of Belarus of June 8, 2022 No. 44 "About customs transactions".

3. This resolution becomes effective after its official publication.
