About introduction of temporary ban (moratorium) on licensing of educational activities for preparation and retraining of transport drivers
For the purpose of improvement of quality of preparation and retraining of transport drivers, according to article 7 of the Law of the Kyrgyz Republic "About licensed authorization system in the Kyrgyz Republic", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:
1. Impose temporary ban (moratorium) on licensing of educational activities for preparation and retraining of transport drivers from October 20, 2025 to December 31, 2027, except for renewals, issues of the duplicate, suspension, renewal, the termination and cancellation of the license.
2. Determine that the temporary ban (moratorium) specified in Item 1 of this resolution does not extend to state educational institutions.
3. To the state center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic to take the necessary measures following from this resolution.
4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.
5. This resolution is subject to official publication and becomes effective since October 20, 2025.
