About additional measures for further development of technologies of artificial intelligence

According to the Strategy of development for technologies of artificial intelligence till 2030 for the purpose of support of the accelerated development of modern technologies, I decide creations of more favorable conditions for widespread introduction of artificial intelligence, attraction to this direction of additional investments, and also further enhancement of system of training of qualified specialists in the country:

I. Purposes

1. Determine main objectives of this Decree:

(a) realization until the end of 2026 at least 100 projects on widespread introduction of technologies of artificial intelligence in state bodies, the social sphere and industries of economy;

(b) attraction until the end of 2030 of foreign investments of more than 1 billion US dollars for development of modern infrastructure of artificial intelligence;

(c) inclusion since 2026/2027 academic years in training programs and textbooks of systems of general secondary and higher education of subjects on training in technologies of artificial intelligence;

(d) putting into operation until the end of 2026 of 15 laboratories of artificial intelligence in the highest educational institutions performing activities in the country.

II. Institutional actions for development of artificial intelligence

2. Determine that:

(a) under the Ministry of digital technologies the Advisory board on enhancement of institutional base in case of implementation of technologies of artificial intelligence consisting of the staff of state bodies, subjects of entrepreneurship, compatriots abroad and foreign specialists is created;

(b) until the end of 2025 the National portal "ai.gov.uz" containing data on implementable projects, programs, startups and free online courses in the direction of artificial intelligence is started. At the same time task of creation, support, development and information security support of the portal are assigned to the Center of development of artificial intelligence and digital economy under the Ministry of digital technologies (further - the Center);

(c) non-paid or preferential use by the highest educational and scientific organizations, and also startups of these blocks of graphical processing (GPU - clusters) and bases of "big data" for their socially important projects with observance of the requirements of information security established by the Center takes root;

() the Center is project orderer on implementation of the technologies of artificial intelligence realized at the expense of the funds allocated by Fund of reconstruction and development according to this Decree, and also responsible body for their practical application.

3. Establish since January 1, 2026 procedure according to which:

(a) the drafts of regulatory legal acts and specifications providing implementation of technologies of artificial intelligence are approved with the National agency of perspective projects without fail;

(b) procedures of implementation of technologies of artificial intelligence in turnover of cryptoassets, electronic commerce, spheres of insurance and securities, and also information systems functioning on the basis of blockchain are determined by the National agency of perspective projects.

4. Determine that:

(a) since January 1, 2026:

(i) for the purpose of further increase and stimulation of interest of youth in technologies of artificial intelligence the competition "The Best Startup in the field of Artificial Intelligence" on prize of the President of the Republic of Uzbekistan (President AI Award) will be held;

(ii) when evaluating condition of digital transformation of state bodies, economic societies, in authorized fund (authorized capital) of which the state share constitutes 50 percent and more (further - state bodies and economic societies), and also executive bodies on places indicators of implementation of technologies of artificial intelligence are considered;

(b) since March 1, 2026 on the basis of rating results two times a year among the ministries and departments which implemented the best projects on artificial intelligence the competition "The Best Project in the field of Artificial Intelligence" will be held.

5. Approve the offer of the Ministry of digital technologies by training of non-state non-profit organization "Alliance of Artificial Intelligence" (further - Alliance) for the purpose of accomplishment of the following tasks in the field of development of technologies of artificial intelligence:

(a) consolidation of efforts of state bodies, private sector and scientific community;

(b) development of cooperation with the ministries, departments and khokimiyats, leading international research centers and accelerators;

(c) creation of special media content and carrying out the international PR campaigns, and also implementation of large-scale explanatory works;

(d) rendering assistance on participation of the domestic organizations and specialists in the international exhibitions, forums and conferences;

(e) the organization of lectures and lessons of professional skill with involvement of the international experts, investors and entrepreneurs.

6. To fund of reconstruction and development to provide selection since 2026 to Fund of development of digital technologies based on requests of the Ministry of digital technologies of means in the amount of 100 million US dollars on the basis of the following distribution:

(a) 90 million US dollars are selected as non-interest loan for the term of 7 years, including three-year grace period, for the following purposes:

(i) development of infrastructure of artificial intelligence;

(ii) projects implementation in the direction of artificial intelligence;

(b) 10 million US dollars are selected on a grant basis for the following purposes:

(i) training of qualified personnel and advanced training of teachers-teachers in the direction of artificial intelligence;

(ii) carrying out tenders and hackathons;

(iii) organization and support of activities of Alliance.

7. Determine that:

(a) means, stipulated in Item 6 these Decrees, are distributed by the Coordination commission on strategy implementation "Digital Uzbekistan - 2030" (further - the Coordination commission);

(b) the means provided by the subitem "an" of Item 6 of this Decree:

(i) become covered at the expense of Fund of development of digital technologies, and also other sources which are not prohibited by acts of the legislation;

(ii) go for projects implementation in the direction of artificial intelligence by carrying out tenders among the organizations in system of the Ministry of digital technologies and the companies with their participation, and also the highest educational organizations of the republic.

III. Creating favorable conditions for projects implementation of artificial intelligence

8. Establish procedure according to which:

(a) on projects of creation of infrastructure of artificial intelligence in the Republic of Karakalpakstan worth more than 100 million US dollars the special packet of privileges and preferences according to appendix No. 1 * is provided to investors;
