About measures for further enhancement of state policy in the field of civil aviation

For the purpose of system reforming of the sphere of civil aviation in the Republic of Uzbekistan, improvements of the quality of aviation services, safety-of-life functions, technical regulation of the sphere of aircraft, development of the competition and liberalization of the market of air transportation, and also I decide ensuring priority of state policy in the field of aircraft:

I. Purposes

1. Determine the main target indicators of development of the sphere of civil aviation till 2030:

(a) finishing fulfillment of requirements, determined by 8 directions of International Civil Aviation Organization (further - ICAO) in the field of safety-of-life function in civil aviation, on average to 85 percent;

(b) finishing number of passengers to which services on air transport, to 24 million are rendered;

(c) finishing number of flights in the international and local directions to 200 thousand;

(d) finishing the park of air vehicles of resident airlines of the Republic of Uzbekistan to 180;

(e) realization of the first stage of construction of the new international airport Tashkent.

II. Main routes of regulation of the sphere of civil aviation

2. Assign to the Ministry of transport the following riders on:

(a) to providing competitiveness of the subjects performing activities in the field of civil aviation and the airports, to diversification of geography of flights, ensuring attractiveness of services of the airports in the territory of the republic and to permanent lighting in mass media;

(b) organizations of activities of civil aviation and airports, to investment attraction coordination, implementation of cooperation with the international financial institutions and foreign state financial organizations;

(c) to ensuring implementation in the national legal system in the field of civil aviation of the Republic of Uzbekistan of requirements of ICAO and international organizations;

(d) to fulfillment of requirements, determined in international treaties of the Republic of Uzbekistan in the field of civil aviation;

(e) to taking measures to increase in mobility of the population, improvement of service quality, rendered by civil aviation organizations, to enhancement of activities of resident airlines;

(g) the organizations of material and technical resources and the laboratories connected with investigation of aviation cases and incidents;

(h) organizations of system of preparation and advanced training of pilots and specialists of aircraft;

(i) to development and control of the long-term strategy of development for the sphere of civil aviation.

3. Assign to the Agency of civil aviation (further - the Uzaviation Agency) the following riders on:

(a) to ensuring complete implementation in practice of requirements and the ICAO standards, and also to enhancement of acts of the national legal system with regular carrying out their inventory count;

(b) to development and approval of aviation rules taking into account the name, structure, numbering and contents of the documents ICAO;

(c) the system organization of ensuring financial independence and material and technical resources of the Uzaviation Agency, forming of activities and the list of inspectors, increase in their qualification and retraining according to requirements of ICAO;

(d) the organizations of performing medical examination of workers of civil aviation according to requirements of ICAO.

4. Assign to SUE Center Uzaeronavigation the following riders on:

(a) to upgrade of the equipment of radar-location, radio navigation, communication and systems of automated management of air traffic, and also equipment of modern production equipment;

(b) to forming of payments and charges on air navigation and air traffic maintenance for all users proceeding from the international experience, on the basis of standards and recommendations of ICAO;

(c) to implementation of system of navigation (PBN) based on characteristics of airspace according to the ICAO standards.

5. Determine that SUE Center Uzaeronavigation is authorized body on air traffic maintenance in civil aviation in airspace of the Republic of Uzbekistan and the supplier of aeronautical services.

6. For the purpose of ensuring timely, high-quality and full implementation of the assigned tasks and functions on control of aviation safety, full implementation of the obligations undertaken by Uzbekistan before ICAO to allocate to the Uzaviation Agency in addition 51 established posts and to determine the extreme number of managerial personnel - 109 units. At the same time to permit to involve within the additional established posts allocated to the Uzaviation Agency foreign specialists (no more than 25 percent from the total extreme number of staff).

7. Abolish Flight-surgeon commission of experts of the Tashkent international airport of Islam Karimov and according to requirements of ICAO since April 1, 2026 to create in the Uzaviation Agency within in addition allocated states the Medical department of aircraft specialized on performing medical examination of workers of civil aviation. At the same time:

(a) the expenses connected with the organization of activities and content of this department are financed by the rendered paid services and off-budget fund of the Uzaviation Agency;

(b) the main objectives and functions of this department affirm the Uzaviation Agency proceeding from requirements of ICAO.

III. Privileges and financial resources

8. Determine that passenger and cargo aircrafts of resident airlines are included in the list of the production equipment exempted from customs duty and the value added tax in case of their import on the territory of the Republic of Uzbekistan.

9. And finance together with the Ministry of transport when forming development programs of social and production infrastructure of the Republic of Uzbekistan in 2026 - 2028 to provide to the Ministry of Economics allocation at the expense of means of the Government budget of means in the amount of 250 billion sum annually within 3 years on upgrade of airfield and complexes of air traffic control, equipment procurement of radio engineering flight servicing, and also construction, major repair and reconstruction of airdrome complexes of the airports.

10. Approve the offer of the Ministry of transport and the Ministry of Economics and finance on creation under the Ministry of transport of Fund of support of the sphere of aircraft without the status of the legal entity. At the same time to determine assignments due to airport charges from flights by the international directions at all airports in the territory of the republic sources of the income of Fund of support of the sphere of aircraft.

11. Main routes of expenditure of fund to determine:

(a) the organization and content of activities of the Uzaviation Agency, ensuring financial independence according to requirements of ICAO;

(b) organization of activities of educational institution for training of pilots and flight attendants, creation of its material and technical resources and financing of works on content;

(c) stimulation of works on training of pilots, flight attendants and other specialists of aircraft;
