About measures for digitalization of the sphere of protection against emergency situations, and also development of scientific and innovative activities

For the purpose of creation of the conditions necessary for digital transformation of system of protection of the population and the territories from emergency situations, implementations of opportunities of artificial intelligence and robotics in the field of, and also developments of single innovative chain of production and rendering services by mutual integration of the research and developmental directions I decide:

I. Main objectives

1. Determine the main objectives on perspective within complex digital transformation of the sphere, and also development of scientific and innovative activities:

(a) consolidation till December 1, 2027 in single platform of information systems on monitoring, data exchange and forecasting of emergency situations of natural, technogenic and ecological nature of the ministries and departments responsible for the sphere, on the basis of general technical approach, and also complete forming till 2030 of necessary information infrastructure and resources;

(b) finishing till December 1, 2028 digitalization level to 60 percent by implementation of modern information technologies and digital decisions in activities of bodies for emergency situations;

(c) creation of the information infrastructure protected from cyberthreats for the purpose of implementation of technologies of artificial intelligence in activities for monitoring, forecasting and prevention in the field of;

(d) bringing to 30 percent by 2030 of the level of localization of production of the necessary for the sphere, imported rescue and fire and technical products;

(e) creation of industry innovative products, further development of experienced and research works, conformity assessment system and fire investigation in the field of.

II. Priority measures

2. For the purpose of the organization of necessary conditions for creation of the corresponding information systems, resources, multiservice networks of the responsible ministries and departments and use of technologies of artificial intelligence within the sphere of protection against emergency situations:

(a) to organize in the Ministry of Emergency Situations for the term of 1 January of 2026 until the end of 2027 activities of the Interdepartmental digital team "Digital Team" (further - Interdepartmental digital team) without the status of the legal entity in structure from representatives of the ministries and departments according to appendix No. 1 *;

(b) to determine the main objectives of Interdepartmental digital team:

(i) creation of necessary conditions for implementation of digital technologies, modern digital decisions, software products, electronic services and innovations to the sphere of protection against emergency situations;

(ii) implementation of the actions necessary for development of initiatives and offers on digitalization of the sphere, full support, realization (carrying out experiments) and project management;

(iii) taking measures to implementation of integration of information systems (databases) of participants of Interdepartmental digital team with information infrastructure of the Ministry of Emergency Situations;

(iv) implementation protected by means of digital tools and steady data exchange between participants of Interdepartmental digital team, development of effective strategy of increase in personnel potential, digitalization;

(v) implementation of the protected hardware and software, taking measures to protection against information threats and threats of cyber security.

At the same time the ministries and departments as a part of Interdepartmental digital team take part in realization of the established tasks with the corresponding specialists and financial resources.

3. Determine that under coordination of the Ministry of Emergency Situations and Ministry of digital technologies:

(a) till December 1, 2026 the Interdepartmental digital team on the basis of single production requirements performs complex digitalization of the sphere of protection against emergency situations;

(b) till December 1, 2027 integration of the appropriate information resources and systems of the ministries and departments with information and analytical platforms of the Ministry of Emergency Situations is performed;

(c) foreign specialists and experts are involved in activities of Interdepartmental digital team.

4. Form till December 1, 2025 in the Ministry of Emergency Situations cross-functional group of skilled workers of industry structures and specialists experts of the research organizations of the sphere. At the same time to assign to cross-functional group until the end of 2027 responsibility for:

(a) creation of organizational and technical, economic, legal and methodological basis of the performed reforms, forming of the analytical conclusions on domestic and best foreign practices in the field of;

(b) development of effective, new and innovative solutions on business process optimization by complex digitalization of system of protection against emergency situations;

(c) development, implementation and enhancement of segments, components and algorithms of projects of digital transformation of the sphere.

5. Approve the List of priority projects of digital transformation of the sphere of protection against emergency situations for 2026-2027 according to appendix No. 2*.

III. Development of science and innovations in the field of

6. Reorganize Research institution of fire safety and problems of emergency situations of the Ministry of Emergency Situations in Scientific and innovative and experienced research institute of the Ministry of Emergency Situations (further - Institute) and to determine it the main activities:

(a) forming of scientific and innovative projects and carrying out experienced and research works in the field of protection against emergency situations;

(b) determination of degree of fire danger of construction materials and assessment of conformity to the international requirements of products intended for protection against emergency situations;

(c) adjustment of cooperation with domestic manufacturers for the purpose of development of the new highly effective technologies of the prevention and liquidation of emergency situations conforming to international standards;

(d) implementation of interaction with government institutions, scientific centers and private sector on development of advanced technologies, experience exchange with the foreign specialized organizations and participation in technology projects, and also development of international backgrounds with the advanced research establishments of foreign countries;

(e) studying of the happened emergency situations of technogenic nature and conducting fire investigation.

7. Approve the following initiatives of the Ministry of the higher education, science and innovations, the Ministry of Emergency Situations, the Ministries of investments, the industry and trade, and also the Agency of defense industry under the Ministry of Defence on:
