Chapter 1. General provisions

Article 1. Purpose and scope of this Law

The purpose of this Law is regulation of the relations in the field of identification, registration and tracings of animals.

This Law is applied to the relations connected with the content and (or) cultivation of animals by physical persons and legal entities provided in this Law.

Article 2. Legislation on identification, registration and tracing of animals

The legislation on identification, registration and tracing of animals consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about identification, registration and tracing of animals then are applied rules of the international treaty.

Article 3. Basic concepts

In this Law the following basic concepts are applied:

the representative of authorized state body - the employee of district (city) department of veterinary science and development of livestock production;

means of identification - the visual labels, electronic microchips and labels with the mixed microchips containing identification number of animal, allowing to distinguish it from other animals;

objects of identification - animals who contain and get divorced physical persons and legal entities;

electronic information system - the database with the list of the identified animals including information on their registration, removal from accounting and other actions;

animals - cattle, sheep, goats, pigs, horses, camels, dogs, cats, content and (or) cultivation of which is performed by physical persons and legal entities;

identification number of animal - the unique code with alphabetic and digital symbols appropriated to animal once, and which is not repeating at other animals;

identification of animals - attachment to animals of identification number for determination of the corresponding information about animals (age, sex, color, breed and other necessary indicators);

tracing of animals - data collection about the place of origin, the birth and movement (migration) of animals throughout all their life, and also about prevention, diagnostics and treatment of the diseases which are found at animals;

registration of animals - entering into electronic information system of information about the animals received as a result of identification of animals, including data on the identification numbers assigned to them;

the animal owner - the physical person or legal entity which is engaged in content and (or) animal husbandry for own needs, the office purposes or for implementation of business activity, and owning animals respectively on the property rights, operational management or on other legal causes;

removal of animal from accounting - the termination in accordance with the established procedure activities in electronic information system of the data belonging to the identified animal.

Chapter 2. Regulation in the field of identification, registration and tracings of animals

Article 4. Powers of the Cabinet of Ministers of the Republic of Uzbekistan in the field of identification, registration and tracing of animals

Cabinet of Ministers of the Republic of Uzbekistan:

provides realization of state policy in the field of identification, registration and tracings of animals;

coordinates activities of bodies of the republican executive authority in the field of identification, registration and tracings of animals;

approves state programs in the field of identification, registration and tracing of animals and exercises control of their execution;

determines procedure and stages of identification, registration, tracing and removal from accounting of animals.

The Cabinet of Ministers of the Republic of Uzbekistan can perform also other powers according to the legislation.

Article 5. Powers of authorized state body in the field of identification, registration and tracing of animals

Authorized state body in the field of identification, registration and tracing of animals is the Committee of veterinary science and development of livestock production under the Ministry of Agriculture of the Republic of Uzbekistan (further - authorized state body).

Authorized state body:

participates in realization of state policy in the field of identification, registration and tracing of animals;

develops and realizes state programs in the field of identification, registration and tracing of animals;

participates in project development of regulatory legal acts in the field of identification, registration and tracing of animals;

together with the relevant republican executive bodies will organize actions for identification, registration and tracing of animals;

establishes obligatory attribute numbers to producers of means for identification of animals;

performs monitoring of works on identification, registration, tracing and removal from accounting of animals;

will organize performance of works on identification, registration, tracing and removal from accounting of animals;

provides provision of services on identification of animals to owners of animals.

The authorized state body can perform also other powers according to the legislation.

Article 6. Powers of the Center of identification, registration and observation of animals under Committee of veterinary science and development of livestock production under the Ministry of Agriculture of the Republic of Uzbekistan

The center of identification, registration and observation of animals under Committee of veterinary science and development of livestock production under the Ministry of Agriculture of the Republic of Uzbekistan (further - the Center of identification):

will organize actions for identification, registration, tracing and removal from accounting of animals;

coordinates electronic information system and provides electronic exchange of information in real time;

will organize training and advanced training in the field of identification, registration and tracings of animals;

develops procedures of identification, registration, tracing, removal from accounting and content of animals;

develops on the basis of the international experience of suggestion for improvement of system of identification, registration and tracing of animals.

The center of identification can perform also other powers according to the legislation.

Article 7. Powers of executive bodies on places in the field of identification, registration and tracing of animals

Executive bodies on places:

registration and tracings of animals participate in realization of state policy in the field of identification;

realize the approved regional programs in the field of identification, registration and tracing of animals;
