About cooperation in the field of standardization, metrology, assessments of conformity of products and accreditation
The Cabinet of Ministers of the Kyrgyz Republic and the Government of the Republic of Tajikistan which further are referred to as with the Parties
for the purpose of elimination of technical barriers in economic and trade relations,
noting the international importance of questions on standardization, metrology, assessments of conformity of products and accreditation, and also importance of their decision for successful trade and economic and technical cooperation,
considering mutual interest in development of standardization, metrology, assessment of conformity of products and accreditation, for the purpose of consumer protection and ensuring confirmation of safety of mutually delivered goods, agreed as follows:
The parties within this agreement are guided by national legal systems of the states parties, without causing damage to interests of both states.
The parties develop and strengthen cooperation in the field of standardization, metrology, assessment of conformity of products and accreditation in the way:
- harmonizations of the operating national systems of standardization and ensuring unity of measurements with requirements and rules of the international similar systems;
- exchange of documents on standardization and information materials in the field of standardization, including the international and national product standards and services in the specified spheres on mutually agreed conditions;
- mutual consultations concerning standardization and metrology, assessment of conformity of products and accreditation;
- holding joint seminars and conferences on questions of standardization, metrology, assessment of conformity of products and accreditation;
- participations in works and meetings within the international organizations in the field of technical regulation and metrology;
- implementation of cooperation on the basis of joint programs.
The parties will create if necessary joint working groups for implementation of provisions of this agreement.
The parties interact in preparation and advanced training of personnel, exchange of specialists, establishment of direct connections between the companies, entrepreneurs and public organizations concerning standardization, metrology, assessment of conformity of products and accreditation.
Authorized bodies of the states parties on implementation of provisions of this agreement are:
- in the Kyrgyz Republic - the Center for standardization and metrology under the Ministry of Economy and Trade of the Kyrgyz Republic Kyrgyzstandart and the Kyrgyz center of accreditation under the Ministry of Economy and Trade of the Kyrgyz Republic;
- in the Republic of Tajikistan - standardization Agency, metrology, certification and trade inspection under the Government of the Republic of Tajikistan and Public institution "National center for accreditation" of the Republic of Tajikistan.
The parties without delay notify each other through diplomatic channels on changes of names of authorized bodies and on transfer of their functions to other bodies.
The parties, if necessary, will render each other the organizational, methodical and practical help with questions of development and implementation of standards and other regulating legal documents.
The parties independently incur expenses which will arise during the course of performance them this agreement, within the means provided by national legal systems of the states parties if in each case other procedure is not approved.
The parties provide confidentiality of the obtained information on the works which are carried out within this agreement and about the achieved scientific and technical results if the transferring Party stipulates their confidentiality.
The scientific and technical information obtained by one of the Parties during cooperation can be transferred to the third party only in case of written consent of the Party which provided this information.
Information on negotiations and jointly the received results of sci-tech cooperation can be published according to the mutual arrangement of the Parties.
Confidentiality is provided according to the national legal system of the states parties.
This agreement does not affect the rights and obligations of the states parties following from other international treaties which participants they are.
In case of disputes and disagreements in case of interpretation or application of provisions of this agreement, the Parties resolve them by consultations and negotiations.
Modification of this agreement is performed only according to the written agreement of the Parties through diplomatic channels. The made changes are drawn up by separate protocols and are integral parts of this agreement.
This agreement is signed for a period of five years and becomes effective from the date of receipt of the last written notice of accomplishment of the interstate procedures necessary for its entry into force.
Action of this agreement is automatically prolonged for the subsequent five-year periods if any of the Parties is at least, than in six months prior to the expiration of the corresponding period will not notify in writing other Party on the intention to stop its action.
It is made in the city of Dushanbe on July 8, 2025 in duplicate in the Kyrgyz, Tajik and Russian languages, each of which are equally authoritative. In case of contradictions in interpretation of provisions of this agreement the text in Russian is used.
