About introduction of amendments to the Law of Ukraine "About the Government budget of Ukraine for 2025"

The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "About the Government budget of Ukraine for 2025" (Sheets of the Verkhovna Rada of Ukraine, 2025, No. No. 15-17, of Art. 40; with the changes made by the Law of Ukraine of July 31, 2025 No. 4561-IX) such changes:

1. In Article 1:

in the paragraph the second to replace figures "2.474.592.376,8" and "2.270.722.377,4" respectively with figures "2.482.592.376,8" and "2.278.722.377, 4";

in paragraph three of figure "4.329.512.583,6" and "3.982.074.779,6" to replace respectively with figures "4.337.512.583, 6" and "3.990.074.779, 6".

2. State Article 5 in the following edition:

"Article 5. Determine for limiting December 31, 2025 amount of public debt in the amount of 8.395.346.258, 7 thousand hryvnias and limiting amount of the debt guaranteed by the state in the amount of 406.692.506, 2 thousand hryvnias.

Permit the Ministry of Finance of Ukraine to exceed the limiting amount of public debt determined by paragraph one of this Article on amount of the attracted loans (loans) according to agreements with the European Union, foreign states, foreign financial institutions and international financial institutions which return will be performed at the expense of other sources, than the Government budget of Ukraine, including for the income account, the refrigerated assets of the Russian Federation received from according to the mechanism of the credit cooperation with Ukraine determined by Regulations (EU) 2024/2773 European Parliament and the Council of the European Union of October 24, 2024".
