About additional measures for expansion of use of space data in industries of economy and to enhancement of management system in the lower links of agricultural industry

I. Purposes

1. Determine main objectives of expansion of use of space data in economy industries:

(a) the organization of carrying out the state space monitoring at least three times a year for the purpose of advance identification of violations of the law in spheres of geology, land relations and ecology;

(b) minimization of human factor in management processes by acceleration of implementation of the mechanisms of remote control, increase in accuracy of the data created on places;

(c) review, updating of borders and cards of the territories of hydromodular areas, increase in efficiency in spheres of rural and water farms;

(d) transition to system of work on the actual amounts of water by installation of devices of measurement of water level and their integration into space data.

II. Expansion of use of space data

2. Determine that since January 1, 2026 the Agency of space researches and technologies under the Ministry of digital technologies (further - the Agency) will carry out the state space monitoring at least three times a year for the purpose of identification of the following cases:

(a) in the field of geology - unauthorized use of natural resources, including exit out of limits of the site specified in allowing documents;

(b) in the field of land relations - unauthorized capture of the parcels of land, and also construction on them of buildings and constructions;

(c) in the field of ecology - exit for the established borders of the existing storage locations of waste, and also illegal formation of new zones for waste.

3. Within the state space monitoring, observing requirements of the legislation on personal data (including with depersonalization of data), to provide till March 1, 2026 integration of electronic systems of the ministries and departments with centralized single platform of the Space Gov Monitoring Agency (further - the SGM Platform) according to appendix No. 1*. At the same time to assign responsibility for rational and target use of the integrated information systems and the provided data to heads of the ministries and departments.

4. Establish procedure according to which since March 1, 2026:

(a) The ministry of the mining industry and geology, the Ministry of ecology, environmental protection and climate change, the Ministry of Construction and Housing and Communal Services, Inspectorate for control of agro-industrial complex, and also the Agency of the inventory in online the mode in digital format enter by integration into the SGM Platform data on the offenses revealed by them by the corresponding contours. At the same time data shall include marks about the shown preventions, about elimination of offenses, and also about consideration of documents in bodies of prosecutor's office and court;

(b) the last data on the revealed offenses provided by the Ministry of the mining industry and geology, the Ministry of ecology, environmental protection and climate change, the Ministry of Construction and Housing and Communal Services, Inspectorate for control of agro-industrial complex and the Agency of the inventory are compared with the cases revealed by the Agency and the new revealed cases are only brought in the SGM Platform. At the same time the records made by results of comparison are accepted by the ministries and departments as total for studying with departure into place;

(c) The agency together with the Prosecutor General's Office establishes repeated control in cases in which based on the space data provided within the state space monitoring as the ministries and departments of offense were recognized eliminated, and performs monitoring of the actual elimination of offenses.

5. Determine that the Agency together with the Ministry of ecology, environmental protections and climate changes and Agency on afforestation and increase in green zones, fight against desertification (further - the Agency on the wood), since 2026 until the end of each calendar year on all republic will organize identification of illegal cuttings down of wood plantings with use of space monitoring (except for sites the area of less 0,002 of hectare, and also wood plantings in desert zones) proceeding from opportunities of space technologies. At the same time the expenses connected with the works which are carried out by the Agency become covered at the expense of the funds allocated to the Agency from the Government budget.

6. Determine that 10 percent of the means collected on corrective actions, including the penalties and losses applied by authorized bodies on the circumstances specified in the list according to appendix No. 2 *, revealed based on total of the Agency go to the Agency.

7. Determine that for the purpose of expansion of carrying out space researches and use of their results, since 2026 according to the procedure of experiment the following projects are implemented:

(a) in the field of power - the Department of Energy together with the Agency with use of opportunities of the Agency:

(i) till August 1, 2026 carry out space monitoring of condition of power lines of high voltage in Bukinsky district of the Tashkent region for early detection of defects in power lines;

(ii) for the purpose of development of "green" power till October 1, 2026 in the Surkhandarya region determine the areas suitable for placement of solar panels and the achievements of outstanding performance having potential;

(b) in the field of transport - the Ministry of transport together with JSC Uzbekiston temir yullari and the Agency, with use of opportunities of the Agency, till October 1, 2026 perform space monitoring on the railway district of the direction Tashkent - Angren for the purpose of transition to operating control of condition of the railroads;

(c) in the field of highways - The agency together with Committee on highways and other interested ministries and departments till October 1, 2026 carry out space monitoring on the highway Tashkent - Angren by "A-373" for the purpose of increase in transparency of construction repairing work in the field of highways. At the same time the Committee on highways at the request of the Agency provides all documents connected with construction and repair of the shown road;
