About measures for further expansion of participation of institutes of civil society and support of scientific research in the field of anti-corruption

For the purpose of identification and scientific research of the factors promoting emergence of cases of corruption in society, further expansion of participation of institutes of civil society in the field of the prevention and anti-corruption, consecutive realization of provisions of the Convention of the United Nations against corruption and Sustainable development goals of the Global agenda of the UN, and also ensuring execution of the priority tasks determined at the enlarged meeting of National council by anti-corruption on March 5, 2025 I decide:

I. Priority tasks

1. Determine the following priority tasks by the organization on scientific basis of activities for anti-corruption, further expansion of participation of institutes of civil society and support of scientific research in this sphere:

(a) increase in role of the scientific organizations and institutes of civil society in activities for anti-corruption;

(b) implementation of analysis system of efficiency and effectiveness of measures for anti-corruption by each sphere and the region;

(c) broad involvement of the leading domestic and foreign highest educational and research organizations to carrying out researches in the field of anti-corruption, adjustment of cooperation in carrying out joint scientific research, exchange of the best practices;

(d) carrying out on system basis of complex social, scientific and practical researches on the most topical issues of anti-corruption, including with attraction of national and international grants;

(e) studying, the analysis and assistance to implementation in practice of results of scientific research in the field of anti-corruption, scientific and methodical ensuring activities of scientists, experts and researchers in this sphere.

II. Main measures

2. Implement the new procedure for further expansion of participation of institutes of civil society in the field of anti-corruption providing:

(a) involvement of non-state non-profit organizations to monitoring of accomplishment of provisions of the Convention of the UN against corruption with implementation of alternative system of assessment by them;

(b) annual allocation of grants and provision of social orders in the amount of 10 billion sum for projects of non-state non-profit organizations in the field of anti-corruption.

At the same time funds for the specified purposes are allocated at the expense of the funds saved within year allocated to Public fund for support of institutes of civil society for Oliy Majlis and also by extrabudgetary funds of state bodies and the organizations which efficiency of activities for anti-corruption following the results of the rating assessment organized by anti-corruption Agency (further - the Agency), is recognized as "unsatisfactory";

(c) carrying out on the basis of the social order of the Agency of social polls by spheres and regions for the purpose of studying of factors, the promoting household corruption, and the attitude of citizens towards her.

3. Determine that the Agency:

(a) will organize on system basis trainings for non-state non-profit organizations within priority tasks on further expansion of participation of institutes of civil society in anti-corruption, and also realizes projects together with them;

(b) annually till April 1 brings in National council on anti-corruption (further - National council):

(i) projects in the field of anti-corruption of non-state non-profit organizations and the offer on their financing by the relevant state bodies and the organizations;

(ii) information on participation of institutes of civil society in anti-corruption, including on their cooperation with state bodies and the organizations, their offers and initiatives in case of project development of regulatory legal acts in this sphere, and also about the projects realized by them, researches and studying.

4. Support the initiative of National association of non-state non-profit organizations of Uzbekistan, Movement Yuksalish and the Republican center of studying of public opinion "Izhtimoy фикр" about creation in case of their establishment of non-state non-profit organization "Regional Research Center for Anti-corruption Problems" (further - the Center) in the form of organization, having determined its following main objectives:

(a) increase in activity of the population, especially youth, institutes of civil society in anti-corruption, research of questions of forming of the intolerant relation to this negative phenomenon in society;

(b) rendering assistance to implementation of standards of respectability in all spheres of life activity of the state and society, rendering scientific and methodical assistance to state bodies and other organizations;

(c) complex studying and research of the problems of anti-corruption, having relevance at the international and regional levels, corruption condition, including household corruption, its nature, scales, dynamics and promoting it major factors;

(d) development of the scientific and practical offers directed to the prevention of corruption and decrease in corruption risks, acceptance of practical measures on occupation by Uzbekistan to worthy line item in the international ratings in the field of anti-corruption;

(e) establishment of cooperation of domestic and foreign experts in research of problems of anti-corruption;

(g) forecasting of efficiency of implementation of the legislation and law-enforcement practice of the foreign states in the field of anti-corruption, including their best practices, development of relevant proposals and recommendations in this direction;

(h) carrying out studying and preparation of alternative reports on accomplishment of provisions of the Convention of the UN by the Republic of Uzbekistan against corruption and other international treaties in the field of anti-corruption.

5. Approve "Road map" on further expansion of participation of institutes of civil society in the field of anti-corruption and the effective organization of activities of the Regional research center for problems of anti-corruption it agrees приложению*.

III. Organization, providing and control of execution of the resolution

6. To the agency:

(a) to render assistance in establishment of close cooperation of the highest educational and research establishments with the Center in the field of research of questions of anti-corruption;

(b) to use results of the studying and analyses which are carried out by the Center by preparation of the annual National report on anti-corruption in the Republic of Uzbekistan.

7. To render the Ministry of Foreign Affairs and the Agency assistance:

(a) To the center in establishing close cooperation with foreign research organizations, experience exchange and involvement of their qualified specialists for the organization of studying of problems of anti-corruption and enhancement of skills of their analysis on the basis of modern methods and approaches;
