About carrying out population census and agricultural industry in the Republic of Uzbekistan

According to the laws of the Republic of Uzbekistan "About population census" and "About official statistics", and also for the purpose of forming of necessary databases for creation of system of assessment of demographic and social and economic characteristics, level of living and welfare of the population, and also condition and structure of agricultural industry, perspectives of providing the population with the main socially important types of agricultural products, I decide:

I. Purposes

1. Determine main objectives of carrying out population census and agricultural industry:

(a) forming of the single database about structure and migration, marital status, types of activity, sources of the income of 38 million people for determination of the priority directions of state policy on social and economic development of the country on the basis of recommendations of the Conference of the European statisticians of 2020;

(b) creation of the database, the necessary for providing effective expenditure trillion sum which are annually directed to agricultural industry of 25,6, including 2,2 of one trillion sum of budgetary funds, scoping of services in industries and ensuring food security by studying of condition of use of 26 million hectares of farmlands, determination of number of cattle stock and bird;

(c) ensuring address use of one trillion sum which is annually sent to 25,2 on expansion of objects of the social sphere with carrying out exact calculations of tendencies of growth of the population and agricultural industry by regions;

(d) increase in investment appeal of the country and its line items in the international ratings due to forming of the data comparable at the international level, on the basis of single statistical methodology about different characteristics of the population by each administrative and territorial unit and the makhally republic.

II. Organization of census

2. Conduct population census and agricultural industry in the Republic of Uzbekistan (further - census) from January 15 to February 28, 2026 as of January 15, 2026.

3. Create the Republican commission on the organization of carrying out population census and agricultural industry in 2026 in the Republic of Uzbekistan (further - the Republican commission) and to approve its structure according to appendix No. 1*. At the same time to determine National committee according to the statistics working body of the Republican commission.

4. To assign the following tasks to the Republican commission:

(a) ensuring timely and high-quality accomplishment of the actions connected with preparation and carrying out census;

(b) consideration of the offers concerning questions of financing of preparation and carrying out census, the organization of processing of census materials and publication of its final results;

(c) organization of works on involvement of physical persons and legal entities to participation in census with the solution of questions of payment of their work;

(d) cooperation with the international organizations within the census.

5. Approve type composition of the territorial commissions on the organization of carrying out population census and agricultural industry in 2026 in the Republic of Uzbekistan (further - the territorial commissions) according to appendices No. No. 1a * and 1b*.

6. Determine that:

(a) the census is conducted to the period from December 15, 2025 to March 1, 2026 by employee involvement, working in system of "the makhallinsky seven". At the same time Association makhally Uzbekistan together with National committee according to the statistics and the responsible ministries and departments provide carrying out census with use of tablet devices of the employees working in system of "the makhallinsky seven";

(b) the employees working in system of "the makhallinsky seven", and other involved employees participating in the organization of carrying out census as copyists are encouraged one-timely in polutorakratny size of the minimum wage (taking into account taxes and other obligatory payments) within the "Strengthening of Capacity of System of Statistics in Uzbekistan" project realized with participation of the World Bank. Incentive payments are financed by National committee according to the statistics at the request of the relevant ministries, departments and self-government institutions of citizens;

(c) for the employees involved to census their principle place of employment, position and the average salary remain.

7. Provide representation to National committee according to the statistics till October 10, 2025:

(a) Makhally Uzbekistan - electronic data on number of households and population on streets by everyone waved association;

(b) The agency according to the inventory - in electronic form the list of the organizations using farmlands.

8. Within the census to provide the following:

(a) to state bodies and the organizations - carrying out census of all employees working in their system during the period from January 15 to January 31, 2026 on the census.stat.uz portal through the Internet;

(b) To the ministry of the higher education, science and innovations - carrying out census of students of all average special and professional educational organizations, and also state, non-state and foreign highest educational organizations and their branches in the republic on the census.stat.uz portal;

(c) To provide to the Ministry of Agriculture together with Council of farmers of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also areas (cities) carrying out census of farms, and also Dehkan farms with formation of legal entity, the organizations performing agricultural activities, the companies and the organizations using farmlands which main activities is not the agricultural industry, through the Internet;

() to provide to the National agency of social protection, the Ministry of Defence, the Ministry of Emergency Situations, National guard, the Ministry of Internal Affairs, Service of state security, the Ministry of Foreign Affairs, the Ministry of Health and Committee on cases of religions since November 1, 2025 the organization of carrying out census of separate categories of the population according to appendix No. 2*.

9. Approve the list of data on the physical persons and agricultural activities provided by the ministries, departments and the organizations according to appendix No. 3*. At the same time the relevant data are represented till February 15, 2026 to National committee according to the statistics by means of interdepartmental integration platform of the Electronic Government system.

10. Within the census to assign to heads and deputy managers of the ministries, departments and commercial banks regions, areas and the cities according to appendix No. 4 * and together with khokimiyats of areas (cities) to assign to them the following tasks:

(a) the organization of headquarters for census in areas (cities) and control of their activities;
