About measures for further enhancement of management system water resources in local link and to increase in attractiveness of the sphere for private sector

For the purpose of rational use of water and effective management of water resources, I decide ensuring conducting monitoring, accounting and the reporting of water, and also broad attraction of private sector to these processes:

I. Purposes

1. Determine the main target indicators of adoption of this resolution:

(a) increase in financial independence of 160 public institutions "Suv etkazib berish of hizmata", implementation in them flexible management system states and strengthening of their material and technical resources;

(b) transfer to management in 2026 on the basis of public-private partnership of 50 percent of pumping points in the Jizzakh, Kashkadarya, Navoiy, Namangan, Samarkand and Syr Darya regions;

(c) providing until the end of 2027 transfer to management on the basis of public-private partnership of 100 percent of pumping points in the Namangan region taking into account model experiment of this area on transfer to management on the basis of public-private partnership of objects of water economy;

(d) creation within the School of Water-transport Workers project in 141 regions of educational field camps on at least 3,5 thousand hectares of land;

(e) within the pilot project realized in Dustliksky district on water resources management and transparent conducting their accounting:

(i) implementation of transparent observation of water consumption and the used water amount 437 farms, delivery of the allocated water resources within the set limits;

(ii) installation of 1 804 "smart" metering devices of water, and also economy to 107 million cubic meters or 33 percent of water resources a year;

(iii) concreting of the site of irrigating networks 159 km long and reduction in technically serviceable condition of the site of irrigating networks 541 km long.

II. Enhancement of management system water resources in local link

2. Determine the priority directions of further enhancement of activities of public institutions "Suv etkazib berish of hizmata" (further - Services of supply of water):

(a) implementation of flexible management system states taking into account requirements and financial opportunities;

(b) determination of key performance indicators of activities (KPI) of employees of Services of supply of water proceeding from rational use of water resources and adjustment on their basis of system of encouragement;

(c) increase in financial independence and strengthening of material and technical resources of Services of supply of water.

3. For the purpose of increase in efficiency of activities of Services of supply of water to confer them the following additional powers:

(a) proceeding from financial position and season independently to determine quantity of established posts;

(b) to independently allocate funds for strengthening of material and technical resources at the expense of means in the amount of 40 percent of receipts in the Government budget from tax for use of water resources, including for financing:

(i) purchases of materials (cement, sand and gravel, ready concrete and inert materials) for concreting of irrigating networks, and also stimulations of the workers involved to works on concreting;

(ii) purchases of the special equipment (concrete mixers, elevators, cargo vehicles, excavators and others);

(iii) purchases of the necessary equipment and accessories (special clothes, scooters, bicycles, devices of measurement of water, tablets and others).

4. To the ministry of water economy in two-month time:

(a) together with the Ministry of Economics and finance, the Ministry of employment and reducing poverty to approve and carry out in accordance with the established procedure state registration of procedure for independent determination of quantity of established posts by Services of supply of water;

(b) to introduce to the Cabinet of Ministers the draft of the resolution on evaluation procedure of activities of leading employees of Services of supply of water on the basis of key performance indicators of activities (KPI).

At the same time for the purpose of increase in interest of workers of local link in rational use of water resources to provide establishment since January 1, 2026 of the monthly allowance to official pay rate of workers it is pro rata to difference (water loss) between the water amount received for the area and the water amount delivered to final consumers.

III. Expansion of participation of private sector in water resources management

5. Approve the offer of khokimiyat of the Namangan region and the Ministry of water economy of implementation of system of transfer to management on the basis of public-private partnership of the pumping points and irrigating networks located on the squares assigned to them by the principle "one pump - one system", that is water supply to water users by directly private partner (Chartaksky experience).

6. Establish procedure according to which within Chartaksky experience:

(a) pumping points and irrigating networks in the presence of several water consumers on the squares assigned to them for watering according to the procedure of exception are transferred directly to the control on the basis of public-private partnership to one applicant from among these water consumers in coordination with them;

(b) pumping points and irrigating networks in the presence of one water consumer on the squares assigned to them for watering according to the procedure of exception are transferred directly to the control on the basis of public-private partnership to this water consumer;

(c) 40 percent of receipts from the water tax calculated by means of the water measurement devices in real time established on the irrigating networks accepted in management on the basis of public-private partnership integrated with the database of tax authorities are paid by Services of supply of water to the private partner;

(d) the following obligations are assigned to the private partner who received in management on the basis of public-private partnership objects of water economy on:

(i) to providing with water water consumers and personal plots of the population in accordance with the established procedure within water intake limit;

(ii) to management of all available objects of water economy in coordination with the state partner;

(iii) to ensuring complete accounting of water, including by means of the automated systems;

(iv) step-by-step upgrade of all objects of water economy in the territory of servicing.

7. To the ministry of water economy together with the Ministry of Economics and finance, khokimiyats of the Jizzakh, Kashkadarya, Navoiy, Namangan, Samarkand and Syr Darya regions, except for the pumps saturating water storage basins and large channels to provide transfer to management on the basis of public-private partnership:

(a) in 2026 - 50 percent of pumping points in the Jizzakh, Kashkadarya, Navoiy, Namangan, Samarkand and Syr Darya regions;

(b) until the end of 2027 - 100 percent of pumping points in the Namangan region.
