About measures for training of engineers of new generation and development of engineering education

For the purpose of implementation of the engineering direction in school education as priority, in this sphere and involvement of skilled teachers to educational process I decide improvement of quality of education:

I. Main objective

1. Determine main objective of this resolution realization of initiative "Uzbekistan - the country of the advanced engineers" by means of development of engineering education, providing:

(a) creation of network of the engineering schools in the country based on preparation of engineering personnel of new generation and close integration of the highest educational organizations with the industry;

(b) forming of competitive environment between the general average educational organizations (further - comprehensive schools) on teaching engineering disciplines at the republican level, and also implementation of incentive system of comprehensive schools.

II. Organization of network of engineering schools and implementation of the program of engineering education

Create in system of the Agency of specialized educational institutions (further - the Agency) engineering schools based on the organizations of secondary vocational and professional education which activities stop according to appendix No. 1 *, as a matter of experience New Uzbekistan University and specialized school of Mirzo Ulugbek.

3. Determine that:

(a) from 2026/2027 academic years selection and admittance of students in engineering schools are performed according to the procedure, established for specialized schools of system of the Agency. The number of pupils in one class shall not exceed 24 people, at the same time:

(i) in the first academic year, according to the procedure of exception, acceptance is performed in 7 - the 10th classes, since second academic year - in the 7th class from among graduates of the 6th classes of comprehensive schools;

(ii) the total extreme quantity of the pupils studying at engineering schools at the expense of means of the Government budget is established in the amount of 240 people;

(iii) engineering schools are granted the right, proceeding from the opportunities, to render paid educational services, including opening of additional classes and establishment of the amount of tuition fee;

(b) at engineering schools on the basis of experience of New Uzbekistan University and specialized school of Mirzo Ulugbek the program of engineering education integrated with the highest educational organizations performing preparation of engineering personnel (further - engineering higher education institutions), providing takes root:

(i) the organization of educational process on the basis of the 5-year program for the STEM model, at the same time in the first 3 years special attention is paid to studying of physics, mathematics and foreign languages, and in the next 2 years - basic training on engineering disciplines;

(ii) integration of curricula of the 10-11th classes of engineering school and 1st rate of the corresponding direction of formation of engineering higher education institutions. At the same time pupils in addition study the disciplines relating to the curriculum of engineering higher education institutions (further - disciplines of the higher education);

(iii) the organization of teaching disciplines of the higher education on the basis of credit and modular system and recognition of the academic indicators (Academic Performance) on these disciplines in accordance with the established procedure;

(c) implementation of the program of engineering education at engineering schools is performed by the engineering higher education institutions specified in appendix No. 2*. At the same time:

(i) for implementation of the program of engineering education and rendering the methodical help to engineering higher education institutions and engineering schools as basic higher education institution and basic school the New Uzbekistan University and specialized school of Mirzo Ulugbek are determined respectively;

(ii) the directions of education integrated within programs of engineering education are determined by engineering higher education institution independently;

(iii) disciplines of the higher education are taught by the faculty of engineering higher education institution, and all expenses connected with this process become covered by extrabudgetary funds of this engineering higher education institution;

(d) the graduates of engineering schools who fulfilled the following requirements are granted the right to continue training in the program of engineering education in the corresponding direction of education from the second year, without passing of tests and additional examinations, based on the one-year additional state grant:

(i) gain at least 1 300 points on the international examination Scholastic Assessment Test (SAT) system or depending on the direction to have educations of engineering higher education institution the certificate of the state sample not lower than the B2 level in one of objects - mathematics, physics or chemistry, issued by the Agency according to knowledge and qualifications;

(ii) reach the academic indicators (Academic Performance) on disciplines of the higher education according to the established requirements.

At the same time from next academic year provision of the state grant will be continued on system of redistribution on the differentiated basis according to the procedure, established by acts of the legislation;

(e) for pupils of the 11th classes of engineering schools the obligatory two-month work practice (training) is entered. At the same time the pupil shall do practical training (training) on production enterprise in the corresponding direction of education in which he studies within the program of engineering education;

(g) works on capital repairs, reconstruction, equipment and improvement of buildings of engineering schools are financed within the Development program of social and production infrastructure of the Republic of Uzbekistan for 2026 - 2028 according to appendix No. 3*.

III. Organization of activities of engineering schools

4. Enter the following executive positions at engineering schools:

(a) academic director of the organization and management of educational process;

(b) the chief executive on coordination of administrative financial activities;

(c) the manager on bonds with the industry on ensuring close cooperation of engineering schools with the industry companies.

5. Determine that:

(a) the position of the academic director is provided in the staff list of engineering higher education institution and is appointed the director of this higher education institution in coordination with the Agency;

(b) regarding payment terms of work and material stimulation:

(i) the academic director is equated to the dean of engineering higher education institution;

(ii) the manager on bonds with the industry - to the deputy director of regional specialized school in system of the Agency;

(iii) all other the administrative and managerial, pedagogical, educational and auxiliary, technical and servicing workers - to the corresponding employees of regional specialized school in system of the Agency;
