About Akyykatchy (Ombudsman) of the Kyrgyz Republic

1. Akyykatcha (Ombudsman) of the Kyrgyz Republic (further - Akyykatchy) exercises parliamentary control of observance of rights and freedoms of man and citizen in the Kyrgyz Republic and performs functions of the national preventive mechanism against tortures and other cruel, inhuman or degrading treatment or punishment.

The purpose of parliamentary control of Akyykatchy are:

2) observance and respect of rights and freedoms of man and citizen by the subjects specified in Article 3 presents of the constitutional Law;

4) prevention of violations of rights and freedoms of man and citizen or assistance to their recovery;
5) assistance to reduction of the legislation of the Kyrgyz Republic on rights and freedoms of man and citizen in compliance with the Constitution of the Kyrgyz Republic, international standards in this area;
6) improvement and further development of international cooperation in the field of protection of rights and freedoms of man and citizen;
7) the prevention of any forms of discrimination in case of realization by man and citizen of the rights and freedoms;
8) encouragement and promotion of rights and freedoms of man and citizen, assistance to legal education of the population and protection of confidential information on the individual.
Scope of this constitutional Law are the relations connected with implementation of Akyykatchy of parliamentary control of observance of rights and freedoms of man and citizen and also its government relations (including with the special status), local government bodies and their officials, and also legal entities irrespective of patterns of ownership and their heads on protection of rights and freedoms of man and citizen.
1. Akyykatcha when implementing the powers it is independent and is not subject to control from state bodies and their officials.
2. Activities of Akyykatchy supplement the existing legal means and mechanisms of protection of rights and freedoms of man and citizen.
