"1) the subjects of PHC which do not have the contract of purchase of services with fund for rendering services PHC, with the attached population at least the number, legally independent medical out-patient clinic determined for the organization at the district or city levels according to the order of the acting minister of health care of the Republic of Kazakhstan of October 15, 2020 No. KR DSM - 133/2020 "About approval of the state standard rate of network of the organizations of health care" (it is registered in the Register of state registration of regulatory legal acts at No. 21452);
