About measures for project implementation "Creation of the Republican specialized scientific and practical medical center of neurology and stroke" with participation of the Japanese agency of international cooperation (JICA)

According to resolutions of the President of the Republic of Uzbekistan of August 30, 2018 "About measures for enhancement of the neurologic help to the population" and of December 28, 2019 No. PP-4553 "About measures for further expansion and strengthening of bilateral cooperation between the Republic of Uzbekistan and Japan" I decide No. PP-3925:

I. Purposes

1. Determine main objectives of adoption of this resolution:

(a) increase in efficiency of rendering the specialized neurologic help to the population;

(b) strengthening of material and technical resources of medical and educational institutions of the sphere, and also equipment by their modern medical and diagnostic equipment;

(c) development in the republic of system of medical rehabilitation.

II. Financial resources and organizational matters

2. Take into consideration that:

(a) on January 20, 2025 between the Republic of Uzbekistan and the Japanese agency of international cooperation (further - JICA) the loan agreement on financing of the "Creation of the Republican Specialized Scientific and Practical Medical Center of Neurology and Stroke" project (further - the Project) in the amount of in total 22 billion 953 million Japanese yens (in equivalent of 150 million US dollars) for the term of 40 years, including grace period of 10 years, providing is signed:

(i) allocation of loan for financing of the credits in the amount of 20 billion 999 million Japanese yens at the annual interest rate 0,5 rate for the term of 40 years, including grace period of 10 years;

(ii) allocation of loan on consulting services in the amount of 1 billion 954 million Japanese yens at the annual interest rate 0,4 rate for the term of 40 years, including grace period of 10 years;

(iii) the amount of interest rates during project implementation - 2 billion 443 million Japanese yens;

(b) technical and economic calculation of the Project by total cost 174, 4 million US dollars is developed and its expertize in authorized state bodies from which is carried out:

(i) borrowed funds of JICA - 150 million US dollars;

(ii) contribution of the Republic of Uzbekistan to project implementation - in equivalent 7, 3 million US dollars, in the form of provision of privileges on customs payments - in equivalent 17, 1 million US dollars;

(c) the project deadline is determined during 2025 - 2032;

(d) within the Project are performed:

(i) construction and equipment of the building of the Republican specialized scientific and practical medical center of neurology and stroke;

(ii) purchase over 50 types of the medical and diagnostic equipment for equipment of clinic of the Bukhara state medical institute of Abu Ali Ibn Sino, and also clinics No. No. 1 and 2 of the Samarkand state medical university;

(e) the actions directed to cardinal increase in capacity of neurologic and rehabilitation services, detection of stroke on initial stage, education and training of profile specialists in this direction and also creation of electronic storage system and data processing in the field of neurology with involvement of qualified specialists from Japan.

3. Approve:

(a) The main technical and economic indicators of the "Creation of the Republican Specialized Scientific and Practical Medical Center of Neurology and Stroke" project according to appendix No. 1 *;

(b) The forecast repayment schedule of loan of the Japanese agency of international cooperation (JICA), including payment of additional fare and percent, for construction and equipment within project implementation "Creation of the Republican specialized scientific and practical medical center of neurology and stroke" according to appendix No. 2 *;

(c) The forecast repayment schedule of loan of the Japanese agency of international cooperation (JICA), including payment of additional fare and percent, on services of the consultant and in training within project implementation "Creation of the Republican specialized scientific and practical medical center of neurology and stroke" according to appendix No. 2a *;

() Distribution of the medical equipment and the devices acquired within the "Creation of the Republican Specialized Scientific and Practical Medical Center of Neurology and Stroke" project according to appendix No. 3 *;

(e) Target indicators of the "Creation of the Republican Specialized Scientific and Practical Medical Center of Neurology and Stroke" project according to appendix No. 4*.

4. Rename the Republican specialized scientific and practical medical center of neurology and stroke into the National medical center of neurology and neurorehabilitation (further - the Center).

III. Organization, providing and control of execution of the resolution

5. To the Ministry of Health together with the Ministry of investments, industry and trade to create for the project the Project implementation team of JICA of the Ministry of Health (further - the Project team) from 7 established posts and to take measures for its completion by highly-skilled employees.

6. Determine that:

(a) The Ministry of Health is the executive body responsible for timely implementation and coordination of the Project, and also target and effective use of borrowed funds of JICA;

(b) JSC National Bank of Foreign Economic Activity of the Republic of Uzbekistan (further - JSC Uznatsbank) is financial agent on implementation of calculations for loan of JICA;

(c) the expenses connected with repayment of loan of JICA and percent become covered at the expense of means of the republican budget of the Republic of Uzbekistan, connected with surcharge and other payments - at the expense of the means which are annually allocated to the Ministry of Health from the Government budget;

(d) tasks on project management are assigned to the Project team and financing of its activities is performed at the expense of the contribution of the Republic of Uzbekistan specified in technical and economic calculation of the Project.

7. Authorize JSC Uznatsbank to sign the interbank contract with JICA authorized bank for implementation of calculations for loan of JICA.

8. Authorize the Minister of Economy and Finance to sign on behalf of the Republic of Uzbekistan the agency agreement about procedure for use and servicing of loan of JICA between JSC Uznatsbank (financial agent) and the Ministry of Health, if necessary - to make to it changes and additions.

9. To provide to khokimiyats of the Bukhara and Samarkand regions together with the Ministry of Health before delivery of the goods which are purchased within the Project preparation of the respective buildings and rooms for installation and installation of the medical equipment and devices in clinic of the Bukhara state medical institute of Abu Ali Ibn Sino, and also clinics No. No. 1 and 2 of the Samarkand state medical university.

10. To provide to khokimiyat of the city of Tashkent complete connection of the building of the Center which construction is planned within the Project, to municipal networks (hot water, cold water, the electric power).
