About measures for realization of the tasks determined in the V open dialogue of the President of the Republic of Uzbekistan with entrepreneurs

For the purpose of implementation of the offers and initiatives directed to the solution of the system issues touched in 15 thousand addresses which arrived during open dialogue of the President of the Republic of Uzbekistan with entrepreneurs in 2025 and at 20 meetings held within its organization, and also accomplishment of the priority tasks determined in open dialogue I decide:

I. Financial resources

1. Direct in 2026-2027 to support of business activity, creation of necessary financial and infrastructure conditions of 270 trillion sum, in particular:

(a) 4 trillion sum from the Government budget for development of infrastructure of free economic and small industrial zones, and also large production projects with participation of direct foreign investments;

(b) 5 trillion sum - within drayverny projects;

(c) 6 trillion sum - on programs of the accelerated development of the selected areas and the cities;

() of 250 trillion sum, including within entrepreneurial programs of 30 trillion sum - from commercial banks for small and medium business;

(e) 4 trillion sum of measures of financial support - from JSC The Company on Development of Entrepreneurship for realization at least 5 thousand entrepreneurial projects.

2. Implement since May 1, 2026 alternative system of scoring for assessment of solvency of subjects of entrepreneurship in the course of allocation of the credits by it by means of the data which are available in databases of state bodies and representatives of private sector on expenses (data on taxes, utility payments, transactional transactions and other positive indicators), goods turnover, export transactions.

II. Creation of conveniences when implementing foreign economic activity and tourism development

Announce for a period of up to January 1, 2027 the moratorium on application and collection from business entities in whose authorized capital the share of the state is absent of penalties for overdue receivables on the foreign trade transactions. In case of elimination in the period of the moratorium of cases of overdue receivables the applied penalties are cancelled.

4. Implement the Development program of tourism providing since 2026:

(a) exposure in 2026 - 2028 at least 5 thousand hectares of the parcels of land on electronic online auction for the organization of means of placement. At the same time:

(i) the introduction mechanism in partners with the state share to the part which is not exceeding 50 percent of the authorized capital of hotel under construction proceeding from the cost of the parcels of land created on biddings takes root;

(ii) sales opportunity to participants of property or other potential investors of the state share on market value within 10 years is created;

(b) allocation in 2026 - 2028 by commercial banks of the credits for construction of hotel for the term of 7 years to subjects of entrepreneurship of all categories in the following sizes:

(i) to 30 billion sum - for the hotels which are under construction in the regional centers, the cities of Tashkent and Nukus, areas (cities) specialized on tourism;

(ii) to 10 billion sum - in other regions;

(c) annual carrying out tender with prize fund to 1 million US dollars, on identification and rewarding of the means of placement which won the greatest attention of tourists and gained positive recognition on prestigious international platforms.

5. Establish procedure according to which according to the subitem "b" of item 4 of this Decree:

(a) on the credits to 30 billion sum of JSC The Company on Development of Entrepreneurship:

(i) provides guarantee for 50 percent, but in the amount of no more than 10 billion sum;

(ii) compensates part of the credits allocated in national currency at the rate which is not exceeding the 2-fold size of the main rate of the Central bank exceeding the main rate on 4 percent points, but no more than 8 percent points;

(b) on the credits to 10 billion sum of JSC The Company on Development of Entrepreneurship:

(i) provides guarantee for 50 percent;

(ii) compensates part of the credits allocated in national currency at the rate which is not exceeding the 2-fold size of the main rate of the Central bank exceeding the main rate on 4 percent points, but no more than 10 percent points;

(c) compensation payments are provided at first for the first two years of the credit on the basis of the principle "2+3", and within the next three years are performed if annual receipts from provision of hotel services exceed 15 percent and more;

() the Ministry of Economics and finance since 2026 provides in parameters of the Government budget of means, necessary for the direction in Fund of compensation of interest expenses for the credits for implementation of actions from JSC The Company on Development of Entrepreneurship.

6. Since January 1, 2026:

(a) to cancel procedure for calculation and payment of tourist (hotel) collection for the means of placement which are in areas and the cities of the republic (except for the regional centers, the cities of Tashkent and Nukus, areas (cities) with high tourist potential and the tourist areas included in the list approved by the Cabinet of Ministers);

(b) to increase twice the established extreme number of visitors (tourists) to whom perhaps simultaneous rendering services in accommodation and (or) food, for recognition of means of placement as the marital guest home.

7. Apply since January 1, 2026 system of compensation from the Government budget of part of expenses of subjects of entrepreneurship on construction and equipment of new hotels also on expansion of hotel by construction of additional buildings and constructions or change of specialization of the available buildings and constructions on hotel activities.

8. To the deputy prime minister D. A. Kuchkarov to introduce the draft of the resolution providing to two-month time:

(a) creation of single public administration in the field of sanitation, phytosanitation and veterinary science (SPS), implementation of the effective control system on the basis of the principle "from the field to dastarkhan", execution of allowing documents by the principle "single window" on the basis of the risk analysis system, digitalization of all processes;

(b) cardinal reforming of the sphere of technical regulation, widespread introduction of the technical regulations conforming to international standards and systems of the declaration, creation of conditions for establishing activities of prestigious international laboratories.

9. Determine that since 2026:

(a) the minimum amount of the rent for use of the state-owned real estate is determined proceeding from the minimal market value of the rent created in the region;

(b) provision term in lease of the state-owned real estate increases from 3 to 5 years.

III. Measures of stimulation of taxpayers

10. Apply since January 1, 2026 to the subjects of entrepreneurship which for the first time passed from the tax discharge from turnover to the tax discharge on value added, the following measures of stimulation:

(a) exemption of the income tax within one year;
