About measures for digitalization and further increase in mass character of soccer in Uzbekistan

For the purpose of further development of sport soccer in the country, improvements of its infrastructure, effective use of the available football fields, early identification and orientation on professional sport of talented football players, and also digitalizations of these processes I decide:

I. Purposes

1. Determine main objectives of further development of soccer in the country:

(a) increase in number regularly playing football by reduction of material and technical resources in compliance with the international requirements and increases in number of football fields;

(b) complete digitalization of system of selection of talented football players and their preparation as professional football players;

(c) creation of mechanisms of support of the Uzbekistan football players playing professional football in the foreign states.

II. Implementation of digital technologies

2. Approve the offer of the Ministry of digital technologies and Association of soccer of Uzbekistan on creation of the information system "National Electronic Platform of Soccer" (further - information system) having the following potential:

(a) further expansion of system of the video help to judges (VAR) at football matches by means of transfer audio-and videos from stadiums in one point according to requirements of the International federation of football associations;

(b) online observation of studies in academies and schools of soccer, including sports schools at which soccer sections, monitoring of medical and physical indicators of football players, and also implementation of system of transparent selection are effective;

(c) development and examination in authorized bodies in accordance with the established procedure concepts, technical and economic parameters and the other project (preproject) documentation realized in the field of projects;

(d) maintaining attendance of workers, trainers and football players in academies and schools of soccer, including sports schools at which soccer sections, and also creation of system of video conferencing are effective.

3. Determine that:

(a) since January 1, 2026:

(i) academies and schools of soccer, including sports schools at which soccer sections are effective, are step by step connected to information system;

(ii) online observation of studies, selection and monitoring of medical and physical indicators of football players in academies and schools of soccer are performed according to the procedure of experiment by means of information system;

(b) till March 1, 2026 academies and schools of soccer are provided with the tablets giving opportunity to biometric identification of the personality by fund of support of soccer of Uzbekistan;

(c) since March 1, 2026 acquisition of tickets for football matches is performed by means of the special online information system providing use of technologies of identification of the personality and matrix bar code (QR code);

(d) the National center of soccer is created:

(i) The situational center of digital soccer for early identification of talented football players in which activities analysts from among experienced trainers are involved;

(ii) VAR center for centralized observation of football matches with the help of system of the video help to judges (VAR);

(iii) The DATA center of soccer for data storage in information system;

(e) till April 1, 2026 the special program and mobile application giving opportunity of online observation of studies and also selection and monitoring of medical and physical indicators of football players in academies and schools of soccer, including sports schools at which soccer sections are effective are started;

(g) till December 1, 2026 integration of information system with the information system "Single Platform of Digital Health Care" is performed.

III. Development of selection of football players and football infrastructure

4. Approve the Procedure for selection of talented young football players in general average educational institutions and махаллях since 2025/2026 academic years according to appendix No. 1*.

5. Agree with offers of Association of soccer of Uzbekistan, the Ministry of Sport and National Olympic Committee of Uzbekistan on:

(a) the organizations of activities of "Club of legionaries" under Association of soccer of Uzbekistan without the status of the legal entity;

(b) to attraction in "Club of legionaries the" of the Uzbekistan football players of great professional skills performing (performing) activities abroad and other specialists of soccer;

(c) to attachment of academies and schools of soccer of the republic to "Club of legionaries".

6. Permit the Ministry of Sport to allocate the empty parcels of land of the state sports educational organizations to members of "Club of legionaries" on the basis of conditions of public-private partnership for the purpose of creation in subsequent the non-state football educational organizations and football clubs.

7. Implement since October 1, 2025 the Program of construction of football fields in махаллях "The football field in each makhalla".

8. Determine that within the "Football Field in Each Makhalla" Program:

(a) the empty objects (parcels of land) of state-owned property in махаллях are exposed on electronic online biddings with construction condition on their part of the football field and invariance of the purpose of its use within at least 10 years;

(b) winners of electronic online biddings are granted the right to use and the order by other part of the empty objects (parcels of land) of state-owned property acquired by them according to the procedure, established by the legislation;

(c) if the empty objects (parcels of land) of state-owned property exposed on electronic online biddings were not realized within three months, they are put up for sale with condition of step-by-step lowering on 10 percent, but maximum to 50 percent of their starting price and payment of redemption payments by installments till three years.

9. Prohibit to change the purposes of use and expose the football stadiums and fields which are objects of state-owned property on realization.

IV. Organization, providing and control of execution of the resolution

10. Approve the Program of measures for enhancement of system of promoting of soccer and selection of talented young football players according to appendix No. 2*.

11. And finance to allocate to the Ministry of Economics in 2025 in addition from the Government budget of means in the amount of 15 billion sum of Association of soccer of Uzbekistan for complete and effective fulfillment of this resolution.

12. To the Ministry of Sport in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.
