About measures for strengthening of interrelation between representatives of the people and voters within enhancement of processes of the initiative budget

For the purpose of further increase in political activity and responsibility of deputies of Legislative house of Oliy Majlis to voters, support of the measures directed to strengthening of their initiative in the solution of social problems in constituencies, further enhancement of processes of the initiative budget I decide:

I. Purposes

1. Determine the main directions of support of initiative of deputies of Legislative house of Oliy Majlis (further - deputies) in the solution of social problems in regions:

(a) establishing practice of providing deputies with necessary resources for the solution of social problems in constituencies;

(b) strengthening of control from the supreme state representative body when financing drafts of the initiative budget;

(c) implementation of procedure for financing of projects concerning social problems on the basis of partnership between the population and the state.

II. Increase in role of deputies of Legislative house of Oliy Majlis in processes of the initiative budget

2. Approve the offers of Legislative house of Oliy Majlis providing:

(a) the announcement the winner at the initiative of the deputy of the project which did not become the winner within processes of the initiative budget;

(b) creation in Legislative house of Oliy Majlis of the parliamentary commission as a part of 11 deputies on coordination of these processes, implementation of parliamentary control of financing and projects implementation;

(c) implementation of practice of annual introduction till May 1 into republican executive bodies, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also regions (cities) of offers for forming of the budget request on the questions revealed during dialogue of deputies with voters, implementation by deputies of control on accounting of the made offers during discussion of the draft of the Government budget in Legislative house.

3. Within approval of offers of Legislative house of Oliy Majlis to establish procedure, according to which since January 1, 2026:

(a) deputies within annual processes of the initiative budget taking into account interests of voters choose from the projects which did not become winners in the respective constituencies on information portal "The open budget" (further - the portal) two projects (in every season on one) making direct impact on everyday life of the population and development of the territory, and this selection is the basis for financing of the project from the republican budget of the Republic of Uzbekistan;

(b) on the portal the separate page for the projects financed on the basis of initiative of the deputy is created and for the public the open list of all projects of this category is kept.

4. Determine that:

(a) means in the amount of the eight-thousandfold size of basic settlement size are provided in the annual republican budget of the Republic of Uzbekistan on each deputy for financing of the projects which did not become winners within processes of the initiative budget for two seasons in year;

(b) requirements imposed for projects at the initiative of deputies are determined on the basis of the criteria provided in relevant provision about procedure for carrying out and financing of processes of the initiative budget.

III. Implementation of procedure for financing of projects on the basis of partnership between the population and the state, and also simplification of processes of the initiative budget for single questions

5. Implement since February 1, 2026 practice of financing of projects of social value within processes of the initiative budget on the basis of partnership between the population and the state.

Determine that in case of voluntary funding from the initiative population of 50 percent of cost of projects, such projects are recognized won and the remained 50 percent are financed from the republican budget of the Republic of Uzbekistan.

6. Determine that since September 1, 2025 provision of restriction of possibility of introduction of the project during the next two seasons for makhally, two times in a row declared as the winners during the last seasons within processes of the initiative budget, are not applied:

(a) to all makhallyam in areas and the cities, the quantity makhally in which makes 15 and less;

(b) to projects which financing is performed on the basis of partnership between the population and the state.

7. Approve the offer of the Ministry of Economics and finance, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent on introduction of amendments to the relevant acts of the legislation on provisions concerning not appeal of penalties to funds of citizens' initiatives based on performing documents of judicial and other authorities.

8. To the Ministry of Economics and finance together with the Ministry of digital technologies till November 1, 2025 to start the interactive map of the projects, open for the public, declared as the winners in processes of the initiative budget on the portal.

IV. Organization, providing and control of execution of the resolution

9. To the Ministry of Economics and finance when forming the Government budget for 2026 to provide in the republican budget of the Republic of Uzbekistan in total 1 trillion sum, from them 494 billion sum - on projects at the initiative of deputies, 506 billion sum - on the projects financed on the basis of partnership, to perform financing in such procedure in the years ahead.

10. To Audit Chamber since February 1, 2026 to establish strict control of processes of financing and ensuring efficiency based on the legislation of the projects which became winners within processes of the initiative budget by means of the working groups on studying of execution of acts of the legislation and orders in regions and following the results of every year to enter information in Administration of the President of the Republic of Uzbekistan.

11. To the Ministry of Economics and finance till November 1, 2025 to make in the Senate of the Oliy Majlis the offer on corresponding changes and amendments in Regulations on procedure for carrying out and financing of processes of the initiative budget, proceeding from requirements of this resolution.

12. To national news agency of Uzbekistan and National broadcasting company of Uzbekistan together with public authorities on places to organize regular bringing to the general public of information on the work which is carried out within processes of the initiative budget.

13. Assign to the deputy prime minister - the Minister of Economy and Finance D. A. Kuchkarov the personal responsibility for ensuring execution of this resolution.

14. Discussion of course of execution of this resolution, implementation of coordination and the control of organization activity responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
