About additional measures for increase in production of potatoes and further development of its seed farming in the republic

For the purpose of implementation in the republic of modern innovation technologies in production processes of consumer and seed potato, ensuring demand of the population for potatoes at the expense of domestic production, and also use of mechanisms of further state support and financing of industry I decide:

I. Purposes

1. Determine the main target indicators of increase in production of potatoes and development of its seed farming in the republic:

(a) delivery since 2028 annually at least 10 million pieces (in 2026 - 4 million pieces, in 2027 - 6 million pieces) potatoes mini-tubers with the level of viability are not lower than 85 percent;

(b) the organization in farms and on other agricultural enterprises (further - manufacturing subjects of potatoes) productions of seed potato of high reproduction in 2027 - 2,5 thousand tons, in 2028 - 27 thousand tons, in 2029 - 147 thousand tons and in 2030 - 747 thousand tons;

(c) increase in average productivity of potatoes on the republic by 2030 from 16-17 tons to 25 - 30 tons;

(d) specialization of manufacturing subjects of potatoes in Bulungursky, Zaaminsky, Bakhmalsky, Bostanlyksky, Shakhrisabzsky, Kitabsky, Kurgantepinsky, Yangikurgansky and Sokhsky districts (further - specialized areas) on production of seed potato of high reproduction.

II. Production organization of seed potato of high reproduction

2. Establish procedure according to which:

(a) The Ministry of Agriculture annually till December 1 performs the order to scientific institutions and subjects of entrepreneurship on amount of plants of "in-vitro", micro and mini-tubers of potatoes which will be grown up next year. At the same time plants of "in-vitro", micro and mini-tubers of potatoes shall be grown up in in-vitro laboratories and the protected constructions, not to have viral and bacterial diseases, and the quantity of mini-tubers shall be at least 10 million pieces (for 2026 - 4 million pieces, for 2027 - 6 million pieces);

(b) from grown up by scientific institutions and subjects of entrepreneurship annually in April - May of mini-tubers of potatoes (on the basis of the conclusion about sowing qualities):

(i) 15 percent are delivered free of charge to Bulungur — Agro Is Old limited liability company under the agreement and this society will organize production of seed potato of high reproduction on land allocated to it;

(ii) 85 percent are delivered free of charge by the Ministry of Agriculture and khokimiyats of specialized areas to manufacturing subjects of potatoes under the agreement. At the same time for the purpose of accounting of delivery of mini-tubers of potatoes to Bulungur — Agro Is Old limited liability company and manufacturing subjects of potatoes in specialized areas the organization and accounting of contractual relations for acceptance of mini-tubers are performed by means of the Single integration platform "Digital Agricultural Industry" of the Ministry of Agriculture;

(c) scientific and practical support of Bulungur-Agro Star LLC and manufacturing subjects of potatoes in six-stage complete chain of potatoes which are grown up in in-vitro laboratories - beginning from mini-tubers to superelite seeds it is performed by the scientific institutions and subjects of entrepreneurship which are suppliers of seed potato;

() the Ministry of Agriculture together with khokimiyats of specialized areas and Inspectorate for control of agro-industrial complex will be organized:

(i) selection of the manufacturing subjects of potatoes having long experience of work on production of seed potato, and also maintaining their register, crops of mini-tubers and cultivation of seed potato of high reproduction;

(ii) purchase of the seed potato of high reproduction prepared by manufacturing subjects of potatoes, storage for harvest of the next year, cleaning, sorting before crops, calibration with separation into fractions, packing, mark with digital QR code and also quality evaluation and receipt of the conclusion about sowing qualities;

(iii) delivery to manufacturing subjects of potatoes of seed potato of high reproduction on the basis of the agreement for production of consumer potatoes;

(e) To the Ministry of Agriculture annually from the republican budget of the Republic of Uzbekistan funds of transfers for financing of expenses on cultivation of plants of "in-vitro", micro and mini-tubers of potatoes in in-vitro laboratories of scientific institutions and subjects of entrepreneurship are allocated.

III. State support of cultivation of potatoes

3. Determine that:

(a) To the Ministry of Agriculture since 2026 annually for financing of expenses on cultivation of 10 million pieces of mini-tubers from plants of "in-vitro" and micro tubers of potatoes from the republican budget of the Republic of Uzbekistan funds of transfers in national currency in equivalent 1, of 5 million US dollars are allocated;

(b) since January 1, 2026 the following new procedure for financing and support of expenses of production of consumer and seed potato takes root:

(i) The Ministry of Agriculture annually till January 1 calculates expenses on cultivation of potatoes on 1 hectare of the area taking into account the cost of commodity material resources and represents to Fund of the state support of agricultural industry under the Ministry of Economics and finance (further - Fund). At the same time for financing of expenses on cultivation of potatoes by fund through commercial banks the credits at the rate to 50 percent of cost of harvest on rate of 12 annual interest rates (from them 4 percent - margin of bank) for the term of 12 months, including grace period of 6 months, on the basis of the insurance policy are allocated;

(ii) for the purpose of providing with devices of alternative energy sources of the pumping aggregates used by producers of potatoes in case of irrigation of land, the part to 50 percent of expenses on installation of solar panels but which is not exceeding 50 million sum becomes covered from the Government budget;

(iii) 50 percent of expenses of the electric power spent by the pumping aggregates consisting on balance of producers of potatoes for irrigation actions in case of cultivation of products by them become covered from the Government budget;

(c) for a period of up to January 1, 2030 the equipment for crops and cleaning of potatoes imported from abroad for own needs by the producers of potatoes and entrepreneurs rendering agrotechnical services to agricultural industry and also term of release of which does not exceed 3 years (the Commodity Nomenclatures of Foreign Economic Activity codes - 8433531000, 8432319000), it is exempted from customs duty, they are allowed to make the tax discharge on value added from the date of placement in customs regime of release for free circulation (import) with delay to 120 days;
