About measures for further increase in system effectiveness of finishing legal information in pro-active form

For the purpose of increase in legal culture and sense of justice of the population, ensuring address finishing legal information and implementation of works in this direction on the basis of modern requirements I decide:

I. Purpose and main objectives

1. For the purpose of widespread introduction of modern methods of distribution of legal information to determine the main objectives of enhancement of the sphere:

(a) use of technologies of artificial intelligence in increase in legal culture and sense of justice, implementation of innovative approaches by automation of functions and optimization of working processes, saving of time and financial resources of state bodies and organizations, and also their orientation on high effectiveness;

(b) address and target finishing legal information by studying of the actual demand and the need of the population for legal information;

(c) cardinal reducing ineffective methods of finishing legal information, in particular "round tables", meetings and seminars, by widespread introduction of its modern methods, and also adjustment of system of effective control in this sphere.

II. Implementation of innovative approaches in finishing legal information

2. Implement till February 1, 2026 system of finishing legal information on the basis of the principle "the pro-active legislation" in the form of "smart promotion" by means of the National database of the legislation of the Republic of Uzbekistan - "Lex.uz" according to which:

(a) integration of the National database of the legislation of the Republic of Uzbekistan - "Lex.uz" with the Portal of electronic state services of tax authorities and the Single portal of interactive state services is performed;

(b) each code of the All-legal qualifier of industries of the legislation, becomes attached to the corresponding group of the Nation-wide qualifier of types of economic activity, and also the corresponding state services;

(d) references to necessary regulatory legal acts for daily use on the basis of the automatic analysis of services which they used or, perhaps go to personal account of users of the Single portal of interactive state services on the basis of their consent, will use in the future.

4. For the purpose of expansion of scope of finishing legal information by means of social networks to the Ministry of Justice to open the Adliya TV page on popular video hosting platforms on the Internet. At the same time by means of this page:

(a) podcasts for explanation to broad masses of the adopted new important regulatory legal acts, especially the laws, by clear and available language with participation of employees of the state departments which were directly involved in their development, and also representatives of the public, experts and specialists are organized;

(b) are prepared and videos, infographics, animation, interactive questions-answers and other materials of modern format according to the most often meeting in everyday life of the population and topical legal issues in clear, interesting and available form proceeding from age, profession and social condition of the population are posted on regular basis;

(c) the direct interactive air with participation of citizens and subjects of entrepreneurship sent to search for answers in the daily legal issues interesting them is regularly organized.

5. To the ministry of digital technologies (Sh. Shermatov) together with the Ministry of Justice (A. Tashkulov) till January 1, 2026 by integration of the National database of the legislation of the Republic of Uzbekistan - "Lex.uz" with the electronic systems "E-qaror" and "E-kengash" to adjust direct placement in National base of the decisions of normative and legal nature made by public authorities on places.

III. Implementation of end-to-end system of distribution of legal information

6. Implement since March 1, 2026 procedure for control of activities for bringing to contractors of texts of regulatory legal acts, to explanation of their essence and content among contractors and general population by means of Single interdepartmental electronic system of performing discipline "Ijro.gov.uz" with failure from monitoring system and assessment of actions for increase in legal culture. At the same time:

(a) texts of regulatory legal acts are led up to state bodies and the organizations, and also self-government institutions of citizens by means of Single interdepartmental electronic system of performing discipline "Ijro.gov.uz" and the Single platform "Digital Makhallya" on the basis of the principle "the republic - the area - the area - makhallya". At the same time acts on activities of data of bodies go for obligatory acquaintance, other - according to the procedure of information;

(b) for the purpose of establishment of control of activities of state bodies and organizations for bringing to contractors and the general public of essence and contents of regulatory legal acts maintaining by the Ministry of Justice in Single interdepartmental electronic system of performing discipline "Ijro.gov.uz" of the Card-index of distribution of legal information takes root (further - the Card-index);

(c) in the Card-index the Ministry of Justice determines categories of the subjects affected by the regulatory legal act, methods of bringing to them of legal information, and also the state bodies and the organizations responsible for the organization of legal promotion (as a rule, from among developers);

(d) state bodies and the organizations hold address events of legal promotion for finishing essence and contents of regulatory legal acts on the basis of the Card-index and regularly place information on the performed work in Single interdepartmental electronic system of performing discipline "Ijro.gov.uz";

(e) the organization of work in state bodies and the organizations on the basis of the Card-index and coordination of works on distribution of legal information are assigned to their legal service.
