I. Purpose

1. Determine main objective of adoption of this resolution providing the developing industries with highly qualified engineering personnel by creation of the model highest educational institution conforming to the international educational standards of preparation of engineering personnel.

II. Establishing training for the sphere of engineering on the basis of international standards

2. Take into consideration that between the Ministry of the higher education, science and innovations and the consulting company "Boston consulting group" (further - the BCG company) the agreement on rendering consulting services on creation of new technical university is signed on July 8, 2025.

3. Create Technical university "ToshTech" in the city of Tashkent and approve the main directions it activities according to appendix No. 1*.

4. Determine that:

(a) activities of Technical university "ToshTech" (further - University) are organized in cooperation with the BCG company;

(b) The university is the public highest educational institution and performs activities in system of the Ministry of the higher education, science and innovations;

(c) Independence in the academic, financial and organizational and managerial areas is provided to university;

() power independently is conferred to University to establish acceptance conditions on the directions of formation of bachelor degree and specialties of magistracy;

(e) at University:

(i) since 2025/2026 academic years the one-year preparatory rate (foundation) financed by means of the Government budget takes root;

(ii) since 2026/2027 academic years educational process in the directions of formation of bachelor degree takes root;

(iii) since 2027/2028 academic years education steps "magistracy" and "postgraduate education" step by step take root;

(g) at University educational process is performed on the basis of the state grant and the paid contract, on state and foreign languages. At the same time:

(i) the students accepted for study up to 2029/2030 academic years study completely at basis of the state grant;

(ii) financing at the expense of the Government budget of expenses on training of students on the basis of the state grant is performed according to the procedure, established for New Uzbekistan University.

5. Approve:

(a) Structure of the Board of trustees of Technical university "ToshTech" according to appendix No. 2 *;

(b) The main objectives of the Board of trustees of Technical university "ToshTech" according to appendix No. 3 *;

(c) "Road map" on the organization of activities of Technical university "ToshTech" according to appendix No. 4*.

III. Financing of activities of University

6. Determine that the covering of the expenses connected with the organization of activities of University, in particular, on development of educational programs, creation of information systems and also on the additional services rendered by the BCG company (including auxiliary contract organizations) within creation and the development strategy of University, is performed:

(a) in 2025 within the funds of the republican budget of the Republic of Uzbekistan allocated to the Ministry of the higher education, science and innovations as the distributor of budgetary funds of the first level, and also means optimized in the current year;

(b) since 2026 - are annually provided when forming parameters of the Government budget of the Republic of Uzbekistan in accordance with the established procedure.

7. Exempt for a period of up to June 1, 2029 from customs duty the devices imported by University from abroad, program and technical means, and also component parts which analogs are not made in Uzbekistan.

IV. Organization, providing and control of execution of the resolution

8. To the ministry of the higher education, science and innovations in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

9. Assign to the minister of the higher education, science and innovations K. A. Sharipov the personal responsibility for the effective organization of execution of this resolution.

10. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
