About measures for raising on the new level of system of out-of-school education

For the purpose of the informative and effective organization of free time of children, their intellectual development and education in the spirit of commitment to the Homeland, respect of history and national culture by cardinal review of activities, development of the out-of-school educational organizations on the basis of modern approaches I decide:

I. Main objectives

1. Determine main objectives of development of system of out-of-school education:

(a) disclosure of scientific, technical, creative and sports potential of children by means of forming at pupils of interest in modern and demanded professions, and also implementation of the interactive educational circle;

(b) projects implementation, the leader capabilities aimed at the development, personal qualities of children, strengthening of knowledge of pupils of history, forming of feelings of patriotism, respect of cultural heritage and national values;

(c) enhancement of system of out-of-school education on the basis of modern requirements, implementation of effective mechanisms of attraction to the sphere of qualified specialists and private sector;

(d) support of professional development of personnel and enhancement of management of the sphere, development of material and technical resources of the out-of-school educational organizations according to international standards and modern pedagogical technologies.

II. Creation of effective system of the Kelazhak centers

2. For the purpose of cardinal enhancement of activities of the out-of-school educational organizations to create:

(a) The republican center "Kelazhak" based on Republican children's school "Barkamol Avlod" and the Republican center of the studying youth in system of the Ministry of preschool and school education;

(b) the Kelazhak centers of the Republic of Karakalpakstan, areas, the city of Tashkent and areas (cities) based on, respectively, children's schools "Barkamol Avlod" of the Republic of Karakalpakstan, areas and the city of Tashkent, and also areas (cities);

(c) children's tourist centers under the Kelazhak centers of the Bukhara, Namangan, Samarkand and Khorezm regions.

3. Approve:

(a) The main objectives of the Republican center "Kelazhak", the Kelazhak centers of the Republic of Karakalpakstan, areas, the city of Tashkent and areas (cities) (further - the Kelazhak centers) according to appendix No. 1 *;

(b) Structure of Council for support of activities of the Kelazhak centers and its task according to appendices No. No. 2 and 3 *;

(c) "Road map" on the effective organization of activities of the Kelazhak centers according to appendix No. 4 *;

() the List of the objects transferred to the Kelazhak centers on the basis of the right of operational management according to appendix No. 5*.

4. Agree with the following offers of the Ministry of preschool and school education, the Ministry of Economics and finance, Agencies on cases of youth, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also Association makhally Uzbekistan on:

(a) to introduction of position of "the school adviser for support of initiatives of pupils" (further - the school adviser) for the purpose of implementation of vertical system of the Kelazhak centers in the general average educational organizations;

(b) to forming of established posts of position of the school adviser for the account:

(i) 3 400 established posts released by allocation of each general average educational organization in system of preschool and school education for 1 established post of position "the deputy director on spiritual and educational work" - since October 1, 2025;

(ii) the established posts optimized until the end of 2025 according to appendix No. 6 * and allocated since January 1, 2026;

(c) to assignment on the school adviser of tasks according to appendix No. 7*.

5. Determine that:

(a) the official pay rate of the school adviser is equated to official pay rate of the deputy director of the general average educational organization;

(b) since September 1, 2026 allowances in the amount of 30 percent of the corresponding official pay rate during certificate effective period are monthly paid to the school advisers having the certificate of manager;

(c) for the purpose of development of social skills of pupils of the general average educational organizations the system on work with pupils based on interaction takes root waved, schools, family and public organizations. At the same time:

(i) in the general average educational organizations the deputy director on spiritual and educational work and the psychologist perform systems analysis of behavior of all pupils on the basis of the indicators developed based on the best foreign practices;

(ii) proceeding from results of the carried-out analysis and requirements of personal development of pupils the target areas of work with them are determined, in each direction responsible and individual work plans affirm;

(iii) work on development of leader, creative and initsiatorsky capabilities of pupils, their attraction to social, ecological projects and circles is coordinated by school advisers;

(iv) target work with pupils in whose behavior certain difficulties were observed is conducted in close interaction of the deputy director on spiritual and educational work, the psychologist of school, the youth leader, and also council of parents and waved.

6. Determine that:

(a) it is allowed to the Kelazhak centers:

(i) organize circles with involvement of qualified specialists and non-state training centers on contractual basis;

(ii) increase in coordination with parents the amount of parent payment in comparison with the minimum sizes established on the republic;

(iii) independently to allocate funds of parent payment;

(b) since January 1, 2026 the minimum amount of parent tuition fee in the Kelazhak centers will be reviewed.

7. To the ministry of preschool and school education to take measures for completion of executive positions of the Kelazhak centers from among the worthy candidates having strategic thinking, owning modern knowledge and skills capable to effectively use digital technologies, having initsiatorsky and leadership skills.

8. Determine that:

(a) the Kelazhak centers for the number of the contingent are divided into two groups. At the same time:

(i) the Kelazhak centers numbering contingent up to 600 treat the II group, from 601 and more - to the I group;

(ii) the base wage rate of the director and deputy director of the Republican center "Kelazhak", the Kelazhak centers of the Republic of Karakalpakstan, areas and the city of Tashkent is equated to base wage rate of the corresponding position at general high educational schools I and II of group;

(iii) the base wage rate of the director and deputy director of the Kelazhak centers of areas (cities) is equated to 90 percent of base wage rate of the corresponding position at general high educational schools I and II of group;
