1. Approve the Procedure for provision of financial support to needy citizens (families) in the Republic of Tajikistan it (is applied).

2. To the Ministry of Health and Social Protection of the Republic of Tajikistan and executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas to take necessary measures for realization of this Procedure.

Procedure for provision of financial support to needy citizens (families) in the Republic of Tajikistan

1. General provisions

1. The procedure for provision of financial support to needy citizens (families) in the Republic of Tajikistan (further - the Procedure) determines the purposes, conditions and the mechanism of rendering financial support to needy citizens (families) in the Republic of Tajikistan which are in difficult life situation.

2. For the purpose of implementation of this Procedure the term "difficult life situation" is understood as the situation which is objectively breaking normal activity of the citizen, or the arisen situation which it cannot independently overcome.

3. The financial support determined by this Procedure appears to needy citizens (families), recognized according to the procedure established by the Government of the Republic of Tajikistan needy have the right to the address public assistance and are registered in the register of the address public assistance of authorized state body on rendering the address public assistance.

4. The purpose of rendering financial support generally constitute:

- assistance in decrease in difficult life situation and additional support of needy citizens (families);

- creation of the conditions giving to needy citizens (families) opportunities for increase in their level of living;

- creation of conditions for study by the pupil from needy families;

- decrease in level of poverty of the population.

5. Financial support is given to needy citizens (families) taking into account their needs for type of fuel, food, medicines, clothes, footwear, including (uniform) clothes of pupils and the educational equipment, sanitary and hygienic means, construction materials and other necessities, and also complete or partial payment of housing-and-municipal and other types of service.

6. Financial aid is provided by extrabudgetary funds, and also due to attraction of financial resources of the entrepreneurs, philanthropists, other legal entities and physical persons and other sources who are not prohibited by the legislation of the Republic of Tajikistan.

2. Mechanism of rendering financial support

7. Financial support appears local executive bodies to needy citizens (families) when they need such help with the following reasons:

- as a result of natural disasters (earthquake, drought, flood, etc.), technogenic catastrophes and theft of property material damage was caused to their health or property;

- in case of the fire in premises and utility rooms;

- in case of disease of needy citizens (families);

- in case of drug addiction of the head of the family or leaving to fathers from family, on provision of the supporting document;

- in case of the birth of three and more children;

- in case of release from serving of criminal penalty temporarily not working, family members;

- under other circumstances determined in the current legislation of the Republic of Tajikistan.

8. Needy citizens (families) which are in difficult life situation submit to executive body of the government of the city/area the application for receipt of financial support with appendix of the following documents:

- certificate of the status of needy;

- passport copy;

- certificate of family composition;

- other documents confirming difficult life situation.

9. The application is submitted for consideration to the local commission under local executive body of the government created for the purpose of realization of the mechanism of appointment and payment of address social benefit to families and needy citizens. The statement is registered the secretary of the local commission in the book of document registration for purpose of the address public assistance in sectors of social protection of the population.

10. The local commission under local executive body of the government considers the submitted application no later than 3 working days in time and in case of confirmation of the fact of difficult vital situation of the needy citizen (family) makes the relevant decision. About consideration of the application the minutes of the local commission are constituted.

11. To each needy citizen (family), asked for financial support, individual social case (folder) in which the minutes of the local commission and all submitted documents are hemmed and stored opens.

12. In the minutes of the local commission the type and amount of financial support are determined.

13. If necessary by the local commission it is performed (verification) of material and household provision of the applicant in the place of its accommodation by results of which the statement signed by members of the local commission is drawn up.

14. Financial support is given to each needy citizen (family) in accordance with the established procedure no more than two times within calendar year. Others of the help, rendered by the international organizations to needy families, are not limited to this Procedure.

15. In case of the address of needy citizens (families) on receipt of financial support in authorized state body on rendering the address public assistance, this body or its subordinated structures appear financial support in the form of medicines, sanitary and hygienic means or medical services. Rendering medical care to them and providing with medicines is performed according to the Procedure for rendering medical and sanitary services to citizens of the Republic of Tajikistan by organizations of the state health care system approved by the order of the Government of the Republic of Tajikistan of December 2, 2008 No. 600.

3. Final provisions

16. Local executive bodies of the government annually represent to authorized state body on rendering to the address public assistance the data on the number of receivers of financial support, its amounts and types in written and electronic form.

17. For the purposes of accounting of benefits provided information will gather and is stored in the register of the address public assistance, the created authorized state body in the sphere of rendering the address public assistance.
