About measures for further strengthening of guarantees of the right of citizens to liberty of conscience and raising on new stage of reforms in the religious and educational sphere

For the expired short period the Center of Islamic civilization in Uzbekistan, the international research centers of the Imam Bukhari, the Imam Maturidi, the Imam Termizi, the International Islamic academy of Uzbekistan, School of sciences of Hadith in Samarkand, the Highest madrasah the World the Arab in Bukhara are created. These organizations serve providing the healthy spiritual circle in society, to education of youth "Education against ignorance" is modern conceiving and comprehensively worthy great ancestors on the basis of the noble universal idea.

In the present promptly changing difficult conditions the events which are taking place in the world testify to timeliness of the reforms in our country based on the principle "Interests of the person - above all".

In view of the above, for the purpose of realization of the tasks determined by the Concept of providing liberty of conscience of citizens and state policy in the religious sphere in the Republic of Uzbekistan, and also consecutive continuation of the noble ideas and initiatives in the religious and educational sphere proceeding from interests of the people I decide:

I. The priority directions of enhancement of activities in the religious and educational sphere

1. Determine the priority directions of providing the right of citizens to liberty of conscience and raisings on qualitatively new activity level in the religious and educational sphere:

(a) implementation of the advanced mechanisms of further strengthening of religious tolerance and interfaith consent in society;

(b) profound studying and broad promotion of the religious and philosophical heritage of the great ancestors who made huge contribution to development of science and world civilization, based on such universal and noble ideas as humanity, good, the world and tolerance;

(c) training of specialists according to requirements of time by means of cardinal enhancement of system of training in the religious and educational sphere;

(d) support of the urgent scientific research directed to strengthening of spirit of solidarity, mutual respect and mercy among the population, ensuring stability of the social and spiritual circle;

(e) further development and increase in efficiency of international cooperation in the religious and educational sphere.

2. Approve the Program of measures for support of development of activities in the religious and educational sphere according to appendix No. 1*.

3. For the purpose of guaranteeing liberty of conscience, ensuring religious tolerance, intercivil consent and stability of the social and spiritual circle in society to implement new system of interaction of Committee on cases of religions (further - Committee) with Association makhally Uzbekistan, the Ministry of Internal Affairs, Agency on cases of youth, Committee of family and women on the basis of the principle "Tolerant society - the stable state".

Determine the main objectives of system of interaction:

(a) establishing interaction of the state and public organizations on unconditional realization of the purpose, the main objectives and principles of state policy in the religious sphere;

(b) providing right of citizens to liberty of conscience, accommodation support in peace representatives of different religious faiths in society;

(c) ensuring complete realization of the rights and legitimate interests of the population of Uzbekistan irrespective of religion, beliefs, national identity, social origin;

(d) prevention of provision of superiority, infringement and any other manifestations of violation of guarantees of liberty of conscience proceeding from the relation to religion.

To committee together with Association by makhally Uzbekistan, the Ministry of Internal Affairs, Agency on cases of youth, and also Committee of family and women to approve the joint decision determining mechanisms of system of interaction in a month.

II. Enhancement of institutional bases of the religious educational sphere

4. To committee and the Ministry of digital technologies till September 1, 2025 to develop "The single Hajj and Umra portal" (further - the Portal) and its mobile application for the purpose of creation for citizens of additional conveniences to church services, holding religious practices, and also eradication of excessive bureaucratic procedures in the course of rendering the services connected with departure in pilgrimage "Hajj" and Umra.

Determine that:

(a) The portal is the system creating single electronic queue of the citizens leaving on actions "Hajj", and also the electronic list of the pilgrims directed to actions of Umr;

(b) on the Portal the processes connected with collection and execution of data on activities "Hajj" and Umra tsifrovizirutsya;

(c) the ministries and departments at the request of Committee provide integration of the information systems into the Portal;

() the Committee is the state body responsible for financing, technical support of activities of the Portal, ensuring access for the involved state and non-state organizations;

(e) The committee provides access to the Portal of the legal entities having the license for the organization and holding actions of Umr, and also Management of Muslims of Uzbekistan.

5. Approve the offer of the Ministry of the higher education, science and innovations and Committee on renaming of the International Islamic academy of Uzbekistan into the International academy of Islamic studies of Uzbekistan (further - Academy).

Determine Academy basic state the highest educational and the research establishment specialized on training of specialists and also training programs, benefits and textbooks in spheres of Islamic studies and religious studies.

6. The main objectives of Academy are:

(a) training in such spheres as "Islamic studies", "religious studies", "religion psychology", "Islamic economy", "source study", "the international relations" and in other demanded spheres;

(b) implementation in educational process of the advanced pedagogical technologies, the last achievements of science and technology, and also the educational programs developed on the basis of experience of the leading foreign highest educational organizations;

(c) implementation of research works on providing liberty of conscience and interfaith tolerance, to fight against radicalism, extremism and terrorism, and also bases of state policy in the religious sphere;
