About measures for further acceleration of implementation of digital technologies in regions, spheres and industries of the republic

According to Strategy "Digital Uzbekistan - 2030", and also for the purpose of digital transformation of activities of state bodies and companies of real production sector, expansion of scope of rendering electronic services, further development of digital technologies in regions I decide:

I. Priority directions

1. Determine the priority directions of development of the Digital Government system for 2025-2026:

(a) start of 41 priority projects, bringing share of electronic state services to 70 percent, and also rendering more than 30 types of the state services in makhallyakh within the Digital Government program;

(b) development of telecommunication infrastructure in regions, including carrying out 66 thousand kilometers of fiber-optic communication lines, putting into operation of 2 284 reference stations, implementation more than 100 information systems;

(c) implementation over 100 types of electronic services for the population and entrepreneurs, including transfer of 10 types of the state services in pro-active and composite forms, the automatic direction of messages to citizens in 19 life situations.

II. Improvement of quality of rendering electronic services to the population in regions

2. Determine that:

(a) since November 1, 2025 the possibility for rendering by mobile operators, commercial banks, payment institutes of paid electronic state services on the Single portal of interactive state services (further - the Single portal) by means of mobile applications with observance of requirements of cyber security is created;

(b) since December 1, 2025 non-state non-profit organizations are allowed to perform in accordance with the established procedure interdepartmental electronic interaction by means of the Interdepartmental integration platform of the Digital Government system;

(c) since January 1, 2026 addresses of citizens on rendering the public assistance, maintaining data on families and inhabitants, also processes of work with the population in makhallyakh are performed by means of the Digital Makhallya platform.

3. For the purpose of implementation of single approach to maintaining data on makhallyam and to addresses in regions:

(a) Makhally Uzbekistan to provide to the ministry of digital technologies together with Association:

(i) till October 15, 2025 start of the Centralized register of the makhally system "Digital Government", using cadastral number as the single identifier of descent of citizens of makhally;

(ii) since November 1, 2025 compulsory use of the Centralized register makhally in information systems and resources of the state bodies and organizations integrated with the Digital Government system;

(b) To provide to the agency according to the inventory till December 31, 2026 transfer of all data on real estate units in the information system "UZKAD", and also forming of the Unified state register of addresses tied to the World geodetic coordinate system (WGS-84).

III. Digitalization of spheres and industries

4. Establish procedure according to which:

(a) in spheres of social protection and health care:

(i) since May 1, 2026 when rendering the state service - disability establishment (since the childhood, I and II groups) - forming of the direction and setting in electronic queue on preferential treatment of citizens in medical institutions are performed in composite form;

(ii) till the end of 2026 the "voice assistant" programs integrated with the Digital Health Care platform, performing automatic recording of the speech of the doctor in the course of medical examination, and also "the digital assistant to the doctor", based on technologies of artificial intelligence are started, assisting doctors in establishment of the diagnosis of the patient;

(b) in the field of education:

(i) since November 1, 2025 for students of the public highest educational institutions the possibility of the direction by means of the Single portal of the address about return of part of the monthly rent is created;

(ii) since January 1, 2026 rendering the state services connected with educational process in the average special, professional and highest educational organizations by means of the Single portal takes root;

(c) in the field of water economy since November 1, 2025 all ministerial procedures connected with water distribution to farmer and Dehkan farms, and also subjects of entrepreneurship are performed exclusively electronically by means of the Single system of water resources management of "Suv of hisoba";

(d) since November 1, 2025 the procedure for renewal of the registration certificate of the vehicle by maintaining electronically data on installation on the vehicle of gas cylinder is cancelled;

(e) since January 1, 2026 practice of temporary registration in the place of residence of foreign citizens and stateless persons by means of the Single portal for a period of up to one year takes root.

5. To the ministry of digital technologies together with the National agency of perspective projects till December 1, 2026 to implement technology of the distributed register of data in education, health cares and insurance.

IV. Enhancement of ecosystem "The digital government"

6. To the ministry of digital technologies till December 1, 2026 to develop the Single digital OASIS platform (Integration service of information systems of Uzbekistan) of the Digital Government system having the following potential:

(a) ensuring single technological approach to creation and development of the state information systems;

(b) process optimizations of creation of information systems by means of modular technologies;

(c) increases in flexibility, safety and efficiency of the state information systems.

7. Determine that:

(a) Public institution "Project management center of the digital government" is operator of the Single digital OASIS platform of the Digital Government system;

(b) the expenses connected with development of the Single digital OASIS platform are financed by means of the Ministry of the digital technologies and other sources which are not prohibited by acts of the legislation.

8. Assign to the Ministry of digital technologies additional tasks on carrying out IT audit, and also coordination and development of system for the purpose of enhancement of system of implementation of digital technologies in republican and local executive bodies, and also other organizations.

V. Support of the digital industry

9. Determine that since November 1, 2025:

(a) startup projects, taking part in the Digital Startups program and (or) "regulating sandbox" of the Central bank, the opportunity of free use by the Platform of digital data of the Digital Government system for a period of up to one year with observance of requirements of information security and established procedure is given;
