About introduction of temporary ban on evacuation of farm animals (cattle, horses, sheep and goats) from the territory of the Kyrgyz Republic

For the purpose of ensuring food security of the country and stabilization of market prices of food products, according to Articles 29, 47 Agreements on the Eurasian Economic Union of May 29, 2014, articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Establish temporary ban for a period of six months on export from the territory of the Kyrgyz Republic of cattle classified by code of 0102 CN FEA EEU, the horses classified by code of 0101 CN FEA EEU, sheep and goats, classified by code of 0104 CN FEA EEU, except for:

- transit through the territory of the Kyrgyz Republic;

- sports horses for participation in competitions;

- the horses donated foreign states, the international organizations or individuals;

- the live cattle specified in this Item, exported by the state operator - Kyrgyz Agroholding open joint stock company;

- the horses who are exported in the air way.

1-1. Determine that the paragraph the fifth Item 1 of this resolution becomes effective since September 10, 2025.

2. To the Ministry of Economy and Trade of the Kyrgyz Republic in accordance with the established procedure to notify Committee on protective measures of the World Trade Organization and the Eurasian economic commission on introduction of the temporary ban specified in Item 1 of this resolution.

3. To the Ministry of Foreign Affairs of the Kyrgyz Republic no later than three days from the effective date of this resolution in accordance with the established procedure to notify Executive committee of the Commonwealth of Independent States on introduction of the temporary ban specified in Item 1 of this resolution.

4. To the State Customs Service under the Cabinet of Ministers of the Kyrgyz Republic, to the Ministry of water resources, agricultural industry and processing industry of the Kyrgyz Republic, the Border service of the State committee of homeland security of the Kyrgyz Republic to take the necessary measures directed to suppression of illegal evacuation of the farm animals specified in Item 1 of this resolution.

5. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

6. This resolution becomes effective from the date of official publication.
