About approval of the Regulations on procedure for identification of mobile devices

For the purpose of implementation of the Presidential decree of the Kyrgyz Republic "About measures for enhancement of the State system of identification of communication devices and identification of mobile communication devices, and also the devices used for data transmission" of July 24, 2025 No. 216, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve Regulations on procedure for identification of mobile devices according to appendix.

2. Determine:

- The state committee of homeland security of the Kyrgyz Republic by the coordinating body, the owner of the State digital technological system of identification of mobile devices;

- "Kyrgyz Mobile Registration Center" limited liability company operator of identification of the State digital technological system of identification of mobile devices.

3. To the state committee of homeland security of the Kyrgyz Republic to organize work on change of the operator of identification with ensuring continuous work of the State digital technological system of identification of mobile devices.

4. Recognize invalid:

1) the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About questions of the organization of the State system of identification of communication devices and identification of mobile communication devices, and also the devices used for data transmission" of May 31, 2022 No. 287;

2) Item 3 of the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About modification of some orders of the Government of the Kyrgyz Republic and the Cabinet of Ministers of the Kyrgyz Republic concerning the State system of identification of communication devices and identification of mobile communication devices, and also the devices used for data transmission" of October 18, 2023 No. 550;

3) the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About introduction of amendments to the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About questions of the organization of the State system of identification of communication devices and identification of mobile communication devices, and also the devices used for data transmission" of May 31, 2022 No. 287" of July 24, 2024 No. 421;

4) the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About introduction of amendments to the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About questions of the organization of the State system of identification of communication devices and identification of mobile communication devices, and also the devices used for data transmission" of May 31, 2022 No. 287" of August 23, 2024 No. 498;

5) the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About introduction of amendments to the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About questions of the organization of the State system of identification of communication devices and identification of mobile communication devices, and also the devices used for data transmission" of May 31, 2022 No. 287" of October 12, 2024 No. 615;

6) the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About modification of the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About questions of the organization of the State system of identification of communication devices and identification of mobile communication devices, and also the devices used for data transmission" of May 31, 2022 No. 287" of December 25, 2024 No. 794.

5. This resolution becomes effective after ten days from the date of official publication.

Regulations on procedure for identification of mobile devices

Chapter 1. General provisions

1. This Provision determines procedure for identification of the mobile devices used, imported for sale or private use, and also made in the territory of the Kyrgyz Republic, regulates procedure for functioning of the State digital technological system of identification of mobile devices (further - GSI), and also affirms the rights, obligations and responsibility of participants of this system.

2. This Provision does not extend to users of the telecommunication services using the international roaming in the territory of the Kyrgyz Republic (receipt of services in networks of operators of telecommunications of the Kyrgyz Republic by means of the SIM card of the foreign operator of telecommunications).

Chapter 2. Basic concepts

3. In this Provision the following concepts are used:

1) authenticity of the international unique identification code - confirmation of authenticity of the used device;

2) the database of the international identification codes - set of all international identification codes registered in GSI consisting of white, black and gray lists;

3) the web portal of the state service "Registration of Mobile Devices" - the official website intended for application for provision of service for registration of mobile devices in GSI on the international identification codes and also for verification of the status of registration;

4) the State digital technological system of identification of mobile devices - the centralized digital technological system intended for provision of the state service for registration, identification, accounting, storage and processing of digital data about the international identification codes of mobile devices for the purpose of ensuring control, identification and suppression of use of the illegal, counterfeit or prohibited telecommunication equipment in telecommunication networks of the Kyrgyz Republic;

5) the importer - the physical person and/or legal entity performing import of mobile devices to the territory of the Eurasian Economic Union (further - EEU) in the Kyrgyz Republic based on the customs and tax legislation;

6) identification of mobile devices - process of determination and recognition of the specific mobile device according to its unique characteristics;

7) the cloned IMEI code - the international identification code of the mobile device (IMEI) which is completely matching with the IMEI code of other device registered in the international database of identification codes (GSMA), and used on the device for which this code was not assigned by the official vendor;

8) the international identification code - the unique digital code assigned for the mobile device by the vendor according to international standards of identification (including without limitation, IMEI, TAS, MAC), intended for unambiguous recognition and accounting of the device on the wide telecommunication area networks;
