About additional measures for support of the domestic manufacturing companies of products from polymers of ethylene and propylene with high value added

1. Agree with the offer of the Ministry of Economics and finance and the Ministries of investments, the industry and trade about application for the term of 1 September of 2025 till January 1, 2028 of zero rate of the excise tax on the polyethylene granules which are not made in the Republic of Uzbekistan and imported on the republic territory according to the list created in accordance with the established procedure on the basis of specific technical parameters.

2. Apply for a period of up to January 1, 2028 zero rate of customs duty when importing primary forms of some polymers of ethylene (the Commodity Nomenclature of Foreign Economic Activity code 3901 10 900 0, 3901 30, 3901 40) and primary forms of polymers of propylene (the Commodity Nomenclature of Foreign Economic Activity code 3902 10 000 0).

3. To customs committee together with the Uzbek technical regulation agency to take measures for prevention (on the basis of the principle ex-offitsio) import to the country of low-quality counterfeit flexible packagings (polyethylene and polypropylene films, nonwoven fabrics, plastic bags, big-beg and others).

4. To the Ministry of Economics and finance to bring in the Cabinet of Ministers:

(a) in a month the bill providing entering into the Tax code of the changes following from Item 1 of this resolution;

(b) till October 1, 2025 offers on creation for the domestic manufacturing companies of polyethylene granules of conditions, equal with import, in case of excise tax liability.

5. To the ministry of investments, industry and trade together with the Ministry of Economics and finance, the interested ministries and departments to provide execution, and also finishing and explanation to subjects of entrepreneurship of essence, content and value of this resolution in a month.

6. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan Zh. A. Hodzhayev.
