About measures by training of the special industrial zone "Technopark Nurabad in the Samarkand region

I. Main objectives

1. Determine target indicators of further improvement of the investment climate and development of the industry in Nurabadsky district of the Samarkand region for 2025 - 2030:

(a) commissioning of capacities of production of high-technology modern and high-quality industrial output for the purpose of creation of high-profit new workplaces in the area;

(b) attraction of direct foreign investments in the amount of everything 1, 1 billion US dollars on projects of production of high-technology modern and high-quality industrial output in 2025 - 2030;

(c) creation of 5,1 thousand permanent workplaces by means of creation of capacities of production of high-technology modern and high-quality industrial output.

II. Practical measures on further improvement of the investment climate and development of the industry in Nurabadsky district

Approve offers of khokimiyat of the Samarkand region, and also the Ministry of investments, the industry and trade on removal from the territory of the free economic zone "Urgut" 115, of hectare of the empty parcels of land on array of Sazogon in Nurabadsky district of the Samarkand region and to education in this territory of the special industrial zone "Technopark Nurabad (further - the special industrial zone).

3. Take into consideration that:

(a) between khokimiyat of the Samarkand region and the company "Xinjiang Urumqi New Vision Investment Development Co., Ltd" (People's Republic of China) (further - the Investor) the agreement on step-by-step attraction by the Investor till 2030 on the territory of the special industrial zone of direct foreign investments in the amount of in total 472 million US dollars, from them in 2025 - 2027 - 250 million US dollars, in 2027 - 2029 with allocation of additional land area - 222 million US dollars, and also putting into operation of capacities of production of high-technology modern and high-quality industrial output is reached;

(b) for management of the special industrial zone in case of establishment of the Investor the foreign company New Vision Investment Development LLC in the form of limited liability company is created (further - Managing company).

4. Approve the Description of borders of the territories included in structure of the special industrial zone "in Technopark Nurabad according to appendix No. 1*.

5. Government commission concerning investment attraction, development of the industry and regulation of trade (Zh. Hodzhayev) in coordination with khokimiyat of the Samarkand region and the Investor in a month:

(a) to sign the investment agreement with Managing company establishing its investment and other obligations, and also qualifying standards to projects, conditions and criteria of management of the special industrial zone;

(b) to introduce the draft of the order of the Government by determination of rules and procedure for functioning of the special industrial zone.

6. Determine that:

(a) land on the special industrial zone is allocated according to Article 24 of the Land code of the Republic of Uzbekistan, and also the Presidential decree of the Republic of Uzbekistan of March 4, 2025 to No. UP-41 "About Additional Measures for Increase in Efficiency of Activities of Special Economic and Industrial Zones";

(b) the construction of factory buildings on the special industrial zone is provided in form of multi-storey constructions (from 3-4 floors).

7. Following:

(a) to resolve use of the territory of SEZ "Urgut", adjacent to the special industrial zone, for construction of facilities of engineering and communication infrastructure and highways in the territory of the special industrial zone;

(b) to organize placement of the production capacities which are not requiring natural gas, and also use of types of fuel and energy-saving technologies alternative to natural gas (heliocollectors, thermal pumps, solar panels, systems of recovery recuperation of heat and other) in case of the designing of the equipment and production facilities established at the companies which will be located in the territory of the special industrial zone.

III. Organization, providing and control of execution of the resolution

8. Bring in the resolution of the Cabinet of Ministers of April 10, 2017 No. 196 "About measures for the organization of activities of free economic zones" the change providing removal from structure of the free economic zone "Urgut" of some land according to appendix No. 2*.

9. Assign to the minister of investments, the industry and trade L. Sh. Kudratov and the acting as hokim of the A.M Samarkand area. Boboyeva the personal responsibility for the effective organization of execution of this resolution.

10. Discussion of course of execution of this resolution, implementation of coordination and the control of organization activity responsible for its execution to assign to the deputy prime minister Zh. A. Hodzhayev.
