About measures for radical reforming of system of quality evaluation of seeds of crops

For the purpose of implementation of the transparent and based on the market principles evaluation procedure of quality of seeds of crops, increases in cultivation of export-oriented agricultural products by broad application of the international experience in this sphere, and also ensuring food security and price stability I decide:

1. Approve the offers of the Ministry of Agriculture, Inspectorate for control of agro-industrial complex and the Uzbek technical regulation agency providing:

(a) implementation of new system of the quality evaluation of seeds of crops based on provision of label with digital QR code and maintaining the register of the subjects of entrepreneurship who are engaged in seed farming and realization of seeds (further - new system);

(b) determination of public institution "Assessment center of quality of agricultural products" under Inspectorate for control of agro-industrial complex (further - the Center) as the single authorized organization which is carrying out quality evaluation of seeds of crops.

2. Determine that within new system:

(a) the quality evaluation of seeds of crops is carried out in two steps:

(i) at the first stage - employees of the Center as a part of the district commission on approbation take part in the approbation process performed on acreage of seeds and on the basis of morphological features of plants carry out assessment (in disputable cases - laboratory genetic research) high-quality purity of seeds, then draw up and place the certificate on high-quality purity in information system;

(ii) at the second stage - the Center in accredited laboratories carries out testing of seeds of crops, by results on the basis of complex of the indicators characterizing suitability of seeds to crops provides the conclusion about sowing qualities;

(b) the label with digital QR code on seeds of crops is provided by the Center within three working days based on statements of the subjects of entrepreneurship who are engaged in seed farming and realization of seeds. At the same time are studied by the Center:

(i) in case of issue of label with digital QR code on domestic seeds - availability of the certificate on high-quality purity and delivery note about acceptance of seeds;

(ii) in case of issue of label with digital QR code on the imported seeds - the phytosanitary certificate, quarantine permission, the foreign quality certificate, the high-quality characteristic and results of testing (in the presence) in laboratory of the third (impartial) party accredited according to international standards;

(c) the certificate on high-quality purity, the high-quality characteristic and the conclusion about sowing qualities of seeds of crops are placed the Center in label with digital QR code;

() the Center for the purpose of operational permission of addresses of subjects of entrepreneurship will organize activities of round the clock functioning "Call-center".

3. Prohibit since January 1, 2026:

(a) realization of seeds of crops on which are not available label with digital QR code and the positive conclusion about sowing qualities, all subjects of entrepreneurship who are engaged in seed farming and realization of seeds irrespective of pattern of ownership;

(b) registration by Customs committee under customs regime "release for free circulation" of the imported seeds of crops on which there are no labels with digital QR code and the positive conclusion about sowing qualities.

4. Determine that since 2026 for the purpose of ensuring crops of high-quality seeds on farmlands and monitoring of their productivity:

(a) agricultural enterprises, farmer and Dehkan farms, all other legal entities (further - agricultural enterprises) regularly enter into information system the Ministries of Agriculture of the data on crops of seeds and the grown-up harvest on the farmlands belonging to them by contours;

(b) The inspectorate for control of agro-industrial complex conducts monitoring of condition of entering into information system of data on sown seeds and the grown-up harvest by agricultural enterprises;

(c) not entering or wrong introduction of data on sown seeds and the grown-up harvest into information system after landing of seeds and harvesting is estimated in a month as violation of procedure for acceptance, storage, conversion and use of agricultural products and seeds.

5. Inspectorates for control of agro-industrial complex together with the Ministry of Agriculture till the end of 2026 to take measures on:

(a) to reduction of system of quality evaluation of seeds of crops in compliance with requirements for realization of seeds of crops of the International federation of seed farming (ISF) and rules of quality evaluation and marking of seeds of Organization for Economic Cooperation and Development (OECD);

(b) to reduction of activities of seed laboratories of the Center in compliance with the international rules of testing of seeds, and also their accreditations on the basis of requirements of International association for testing of seeds (ISTA).

6. Determine that for the purpose of establishment of measures of responsibility within new system, the Inspectorate for control of agro-industrial complex since 2026 applies administrative penalty to the 150-fold size of basic settlement size to the subjects of entrepreneurship which realized seeds of crops on which are not available label with digital QR code and the positive conclusion about sowing qualities.

7. Determine that:

(a) provision of label with digital QR code and the conclusions about sowing qualities on the seeds of crops imported for carrying out scientific and experienced pilot studies and prepared on the scientific and experimental site by research establishments of the republic is performed by the Center on free basis;

(b) results of the testing of seeds of crops which is carried out to laboratories of the third (impartial) party accredited according to international standards when importing seeds are recognized in the territory of the Republic of Uzbekistan in case of compliance of results to the requirements established by the existing acts of the national legal system based on the positive conclusion about sowing qualities issued by the Center;

(c) crops on farmlands of seeds of crops which genetic (high-quality) indicators and indicators of sowing qualities below the indicators determined by appendix No. 1 * it is forbidden.

8. Inspectorates for control of agro-industrial complex till the end of 2025 to create the Rating of high-quality purity and sowing qualities of seeds of crops, and also the Register of the subjects of entrepreneurship who are engaged in seed farming and realization of seeds.

9. In a month to provide to inspectorate for control of agro-industrial complex together with the Ministry of Justice registration in accordance with the established procedure of label forms with digital QR code.

10. Approve:

(a) "Road map" on integration of information systems of Inspectorate for control of agro-industrial complex and the Ministry of Agriculture with information systems of state bodies and organizations according to appendix No. 2 *;

(b) The list of the types of activity performed by public institution "Assessment center of quality of agricultural products" within new system according to appendix No. 3*.
