About measures for increase in efficiency of educational system and ensuring integration of scientific research with practice in activities of the Tashkent architectural and construction university

I. Purposes

1. The main performance indicators of activities of the Tashkent architectural and construction university to determine the following directions:

(a) ensuring integration of educational processes with practice by complete implementation of dual form of education;

(b) entry into the list top-1000 higher educational institutions in the directions in the ratings of the prestigious world organizations Quacquarelli Symonds (QS) and Times Higher Education (THE) by 2029;

(c) complete digitalization of educational and management processes;

(d) within the program of export of scientific potential until the end of 2028 forming of brand of University and attraction at least 1000 students from the foreign states;

(e) investment attraction in the amount of at least 10 million dollars up to 2026/2027 academic years for the purpose of the organization of educational process, equipment of laboratories and carrying out scientific research.

II. Enhancement of educational process at University

2. From 2025/2026 academic years at the Tashkent architectural and construction university (further - University) to implement dual form of education.

Determine that the program of dual education is implemented in bachelor degree on the basis of credit and modular system:

(a) for first-year students - 60 percent of educational programs (theoretical part) in audiences, 40 percent of educational programs (practical part) - at the companies of the construction industry;

(b) for students of the second, third and fourth rates - 40 percent of educational programs (theoretical part) in audiences, 60 percent of educational programs (practical part) - at the companies of the construction industry.

3. Resolve University creation of branches of departments at the companies of construction industry and carrying out theoretical part of educational programs by means of production process. At the same time:

(a) on departments of University and their branches for teaching to students the experienced corresponding directions specialists performing practical activities are attracted;

(b) the academic year projects, final qualification works and degree projects of students, dissertation researches of undergraduates and doctoral candidates devoted to topical issues of activities of the relevant companies of construction industry are discussed with participation of representatives of data of the organizations;

(c) the faculty of departments of University regularly enhances curricula and programs jointly with specialists of the companies of construction industry.

4. Establish procedure according to which:

(a) since September 1, 2025 monthly electronic ratings design and survey and construction contract organizations will include indicator of passing of work practice at least than 30 students (job seekers) or pupils in the directions of architecture, construction and engineering, point 0,5 is in addition provided to these organizations;

(b) data of the students, pupils and job seekers who are doing practical training are provided by the relevant educational organization within integration of the information systems "Transparent Construction" and "HEMIS".

5. Determine that from 2025/2026 academic years in planning process of academic year carrying out at least 25 percent of practical training and laboratory works on the appropriate educational programs by the foreign professors and professional specialists having international certificates is provided.

6. Implement since September 1, 2025 as pilot project training on the basis of the principle "school - technical school (lyceum) - university". Determine that within pilot project:

(a) comprehensive schools No. 250 and No. 273 of Yunusabadsky district of the city of Tashkent are attached to University which:

(i) monthly gives after-hour classes for pupils 7 - the 9th classes in laboratories of University in the subjects connected with architecture, design, engineering and artificial intelligence within their interests, with support on objects geometry, drawing and physics, takes measures for training of pupils for receipt in the relevant technical schools;

(ii) provides safe visit by pupils of laboratories of University and their return;

(b) pupils of the academic lyceums and technical schools under University are attached to departments of University and for them:

(i) at least once a month practical training in laboratories of University is given;

(ii) additional online classes in objects of admission examinations in University are organized.

III. Digitalization of activities of University

7. Agree with the offer of the Ministry of the higher education, science and innovations, also University about complete digitalization of educational and managerial processes. Determine that at the first stage since 2025/2026 academic years:

(a) within digitalization of training processes at University:

(i) the analysis of educational process and practical training by means of technologies of artificial intelligence is performed, on the basis of the revealed indicators measures for improvement of quality of training processes are taken;

(ii) with participation of students and undergraduates online polls about quality of educational programs and methods of their training which are regularly enhanced on the basis of their offers are held;

(iii) the system of online observation of participation of students and undergraduates in educational processes takes root;

(iv) the analysis of achievement of the established performance indicators for departments, faculties and laboratories is performed, and on this basis their activities are automatically estimated;

(b) within digitalization of management processes of University:

(i) document flow in paper form is completely cancelled and it is replaced with electronic form;

(ii) the unified online and electronic register of all property which is on balance of University is kept;

(iii) the analysis of achievement of the performance indicators of activities established for the faculty, and also salary accrual are performed without human factor;

(iv) control of compliance of the spent means to the profit and loss budget approved for the corresponding year and also expense dynamics is conducted electronically.
