About approval of the Concept of development of activities of representative bodies of the government on places in the Republic of Uzbekistan till 2030

I. Purposes

1. Determine main objectives of adoption of this Decree:

(a) full realization of the principle of democracy, including increase in role of representative bodies of the government on places in the solution of important issues of life of society and state;

(b) strengthening of democratization processes on broad participation of citizens in local authority, increase in accountability of executive bodies before local national representatives;

(c) decentralization of regional government on the basis of the principle "service to interests of the population", the balanced distribution of powers regional, Tashkent city Kengasha and district, city Kengasha of People's Deputies, and also specific determination of tasks and functions of representative bodies of the government on places of each link;

(d) strengthening of the legal basis of international cooperation of representative bodies of the government on places for the purpose of strengthening of interregional trade and economic and cultural and humanitarian communications.

II. Program documents and mechanisms of their realization

2. Approve:

(a) The concept of development of activities of representative bodies of the government on places in the Republic of Uzbekistan till 2030 (further - the Concept) according to appendix No. 1 *;

(b) "Road map" on implementation of the Concept of development of activities of representative bodies of the government on places in the Republic of Uzbekistan till 2030 according to appendix No. 2*.

3. For the purpose of further increase in initiative of representative bodies of the government on places to agree with offers on transfer local Kengasham of People's Deputies of the following powers:

(a) establishment of the minimum size of rates of the rent for operation of the state-owned real estate;

(b) approval of rules of content of places of burial and size of rates of rendering services in burial;

(c) determination and reservation of the minimum quantity of workplaces for employment of the persons needing social protection, experiencing difficulties in job search and incapable on equal terms to compete in the labor market;

(d) provision of permissions to increase or lowering (with installation of the corresponding route signs) movement speeds on certain sections of roads.

4. Determine that:

(a) practice of forming of certain part of expenses of the local budget directly on the basis of initiative of deputies of local Kengash takes root in case of project development of the budget;

(b) in case of local Kengashakh Youth groups as a matter of experience of youth parliaments under chambers of Oliy Majlis are on a voluntary basis created;

(c) in case of local Kengashakh the Advisory groups consisting of representatives of non-state non-profit organizations, self-government institutions of citizens, other institutes of civil society and scientific community, performing activities on a voluntary basis are created;

(d) in regional and Tashkent city Kengashakh of People's Deputies takes root system of financial calculations, independent of bodies of the local executive authority, for the purpose of organizational support of activities of the secretariats local Kengasha;

(e) the institute of the vice-chairman local Kengash of People's Deputies is established.

5. Agree with implementation of the following offers within the Concept:

(a) implementation of procedure for preliminary discussion on the permanent commissions of the corresponding local Kengash of candidates for position of the deputy of hokim of area, city of Tashkent, area (city) and submission of the development program of the territory by candidates on the directions at Kengash's sessions;

(b) implementation of Hour of Kengash institute for hearing of information of heads of local executive bodies on some important social problems in local Kengashakh with participation of deputies and representatives of the public;

(c) establishment of payment terms of work, stimulation, strengthening of material and technical resources local Kengasha at the level not below local executive bodies by specifying of questions of organizational and financial support of their activities in parameters of the local budget separately;

(d) investment of the permanent commissions on questions of regulations and deputy ethics local Kengasha and also in case of position assignment of which is required by the right to hearing of cases about violation of regulations of ethics by the officials approved and appointed to position by Kengash's decision Kengash's consent;

(e) creation of possibility of direct observation by citizens of work of sessions local Kengasha for the purpose of ensuring openness of decision making processes. At the same time establishment of procedure for participation of citizens in sessions local Kengasha without the right of intervention in work of sessions.

III. Information and software

6. To the ministry of digital technologies step by step on permanent basis to enhance the electronic E-Kengash platform on the basis of the principle "convenience - simplicity - safety". At the same time to provide availability on the electronic E-Kengash platform of the following main opportunities:

(a) implementation of possibility of document storage local Kengasha about the activities on safe electronic archival platform (blockchain);

(b) ensuring efficiency and convenience in the course of project development of decisions by means of establishing use of standard documents, analytical information, reports and data collected during the work with big data;

(c) enhancement of the electronic E-Kengash platform regarding protection against various external threats, ensuring information security and the prevention of cyber attacks;

(d) implementation of technologies of biometric identification (Face ID) of chairmen by Kengasha in case of approval and signing of documents on the electronic E-Kengash platform;

(e) preparation of drafts of decisions local Kengasha on the basis of technologies of artificial intelligence and conducting their legal examination.

IV. Organization, providing and control of execution of the Decree

7. Recommend to the Senate of the Oliy Majlis of the Republic of Uzbekistan to carry out discussions of timely and high-quality implementation of "Road map" on implementation of the Concept of development of activities of representative bodies of the government on places in the Republic of Uzbekistan till 2030.
