About implementation of the pilot project on implementation and ensuring functioning of electronic system for support of entrepreneurship "Online office of the entrepreneur"

The Cabinet of Ministers of Ukraine decides:

1. Agree with the proposal of the Minister of the Cabinet of Ministers of Ukraine and the Vice-Prime Minister of Ukraine on innovations, development of education, science and technologies - the Minister of digital transformation concerning realization within two years from the date of entry into force of this resolution of the pilot project on implementation and ensuring functioning of electronic system for support of entrepreneurship "Online office of the entrepreneur" (further - the pilot project).

2. Approve the Procedure for implementation of the pilot project on implementation and ensuring functioning of electronic system for support of entrepreneurship "Online office of the entrepreneur" which is applied.

3. Determine that:

1) coordinator of the pilot project is the Ministry of digital transformation;

2) participants of the pilot project are:

Ministry of digital transformation;

Ministry of Justice;

State Tax Service;

public institution "Office on development of entrepreneurship and export" (in consent);

the state company "DEYSTVIYE" (in consent);

subjects of managing which expressed intention to join the pilot project according to the Procedure approved by this resolution;

3) financing of the pilot project is performed in the expense limits provided by the government budget and also at the expense of other sources which are not prohibited by the legislation;

4) the payment for complex obtaining by public institution "Office on development of entrepreneurship and export" of electronic copies of the documents created by means of the single state web portal of electronic services, in particular with use of mobile application of the Single state web portal of electronic services (Action) is not levied.

4. To provide to the ministry of digital transformation, the Ministry of Justice, the State Tax Administration with participation of public institution "Office on development of entrepreneurship and export" electronic information exchange between the state electronic information resources necessary for implementation of the pilot project.

5. Provide to the State Tax Service within three months from the date of entry into force of this resolution one-time transfer to electronic system for support of entrepreneurship "Online office of the entrepreneur the" of data determined by the paragraph third Item 10 of the Procedure approved by this resolution in three calendar years preceding year of entry into force of this resolution.

6. To the ministry of digital transformation within two months after completion of the pilot project to submit to the Cabinet of Ministers of Ukraine the report on results of its realization and the offer on modification of legal acts.

Procedure for implementation of the pilot project on implementation and ensuring functioning of electronic system for support of entrepreneurship "Online office of the entrepreneur"

1. This Procedure determines the mechanism of implementation of the pilot project by implementation and ensuring functioning of electronic system for support of entrepreneurship "Online office of the entrepreneur" (further - the pilot project).

2. The purpose of implementation of the pilot project is ensuring subjects of managing with the personalized programs of support aimed at the development of such subjects of managing in the course of implementation of economic activity by them by the direction of relevant proposals in electronic office of the user with means of electronic system for support of entrepreneurship "Online office of the entrepreneur" and/or means of the single state web portal of electronic services (further - the Action Portal), in particular with use of mobile application of the Action Portal (Action) (in case of technical capability).

3. In this Procedure terms are used in the following sense:

1) electronic system for support of entrepreneurship "Online office of the entrepreneur" (further - electronic system) – information communications system which includes set technical and the software providing matching, collection and systematization of information concerning the personalized programs of support aimed at the development of subjects of managing in the course of implementation of economic activity by them;

2) electronic office of the user - the personified web page (web service or other program interface) of the user of electronic system who underwent electronic identification and authentication by means of which the user according to its access rights has opportunity to browse and exchange information and documents in electronic system;

3) the user - the subject of managing performing economic activity and registered in the procedure established by the law uses information of electronic system and found intention to join the pilot project;

4) the personalized program of support - the personalized target offer on the available programs of support, in particular from the international organizations and the donor organizations, on the basis of the carried-out analysis of economic activity of users who found intention to join the pilot project.

4. The owner of electronic system is the state on behalf of public institution "Office on development of the entrepreneurship and export" belonging to the sphere of management of economic and financial department of the Secretariat of the Cabinet of Ministers of Ukraine.

The owner of information processed in electronic system is public institution "Office on development of entrepreneurship and export".

5. Administrator of electronic system is the public institution "Office on development of entrepreneurship and export" (further - the administrator of electronic system) providing maintenance, technical support and smooth functioning of electronic system.

6. The electronic system functions on a grant basis round the clock seven days a week, except the cases of carrying out upgrade or planned and unplanned scheduled and/or technical maintenance connected with elimination of technical and/or methodological shortcomings or technical failure in work. Information on carrying out scheduled and/or technical maintenance on support of electronic system is published on information resources of the administrator of electronic system in three calendar days prior to date of such works, except cases when because of urgency of carrying out such works timely warning is impossible about what the corresponding notification is published.

7. Access for users to programs of support in electronic system is provided through the Action website. Business.
