About measures for the organization of activities of the agency on afforestation and increase in green zones, fight against desertification

For the purpose of effective use of resources of forest fund, expansion of the territories covered with the wood, further acceleration of creation of forest plantations and enhancement of measures for fight against desertification in the republic, and also in pursuance of the Presidential decree of the Republic of Uzbekistan of May 30, 2025 I decide No. UP-90 "About Measures for Consecutive Continuation of Reforms within the National Project "Yashil Macon" and in Management System the Woods, and also to Expansion of Green Zones":

I. Purposes

1. Determine the main target indicators of effective use of resources of forest fund:

(a) creation of the woods, reforestation on 1,5 of one million hectares, and also construction of plantations of officinal, food and spicy plants on 3,8 thousand hectares of lands forest fund till 2030;

(b) procurement of 9,2 thousand tons of seeds of trees and bushes, and also cultivation of 919 million saplings and seedling till 2030;

(c) development of 47,7 thousand hectares of lands forest fund, construction of protective afforestations on 18, thousands of hectares, and also annual cultivation of 31 thousand tons of agricultural products till 2030;

(d) landing of saplings of trees and bushes by terrace method on 500 hectares of the territory of mountainous and foothill areas in 2025-2026.

II. Afforestation and rational use of the woods

2. For the purpose of complete digitalization of the sphere of forestry, implementation of technologies of "smart" forestry "to form public institution "Center of digitalization of forestry" (further - the Center) based on the state unitary enterprise "Urmontekhnoservice" under Agency on afforestation and increase in green zones, fight against desertification (further - the Agency on the wood).

3. Determine that:

(a) The center is single operator of the information Smart forestry platform providing:

(i) digitalization of processes of management of forest resources, conducting monitoring of their condition in real time;

(ii) ensuring effective management of activities in the field of forestry by means of modern technologies, artificial intelligence and the integrated information systems;

(b) The Mirzachulsky forest area of the Jizzakh state forestry specializes in fight against desertification and construction of protective afforestations against use of modern technologies;

(c) Saksanatinsky state forestry specializes in cultivation of officinal, spicy, berry plants (raspberry, blackberry, currant, dogrose and other) and saplings of bushes;

(d) activities of specialized state forestry are adjusted on the basis of chain "science - projects - practice";

(e) the corresponding part of the means arriving in off-budget funds of development of state-financed organizations in system of the Agency on the wood is listed in Ecological fund and for each organization of forestry the separate treasurer personal account for the purpose of income distribution is opened;

(e) activities of central office of the Agency for the wood, and also the Research and production center on cultivation and conversion of herbs are financed by means of the republican budget of the Republic of Uzbekistan and Ecological fund;

(g) in case of return to forestry after use of the lands of forest fund received for the mining industry and in other industrial purposes complete recultivation at the expense of users is carried out them.

4. To the agency on the wood till November 1, 2025 to develop the draft of the resolution providing by provision to legal entities and physical persons of lands of forest fund (except for provisions of lands of forest fund in lease) creation of the woods on other parcels of land with establishment of the following obligations:

(a) with 2-fold coefficient instead of the lands covered with the wood;

(b) with 1, in 5-fold coefficient instead of the lands which are not covered with the wood.

5. Approve:

(a) The main objectives and sources of financing of Public institution "Center of digitalization of forestry" according to appendix No. 1 *;

(b) Forecast indicators of creation of the woods and reforestation for 2025 - 2030 according to appendix No. 2 *;

(c) Forecast indicators of construction of protective afforestations for the purpose of the prevention of desertification and migration of sand, water and wind soil erosion, and also improvement of the ecological circle in the desert, mountain and foothill territories for 2025 - 2030 according to appendix No. 2a *;

() Forecast indicators of procurement of seeds of trees and bushes for 2025 - 2030 according to appendix No. 3 *;

(e) Forecast indicators of cultivation of saplings and seedling for 2025 - 2030 according to appendix No. 4 *;

(e) Forecast indicators of cultivation of officinal, food and spicy plants on lands of forest fund for 2025 - 2030 according to appendix No. 5 *;

(g) Forecast indicators of construction of plantations of officinal, food and spicy plants on lands of forest fund for 2025 - 2030 according to appendix No. 5a *;

(h) Forecast indicators of cultivation of agricultural products for 2025 - 2030 according to appendix No. 6 *;

(i) Forecast indicators of development of beekeeping together with subjects of private sector for 2025 - 2030 according to appendix No. 7 *;

(j) Forecast indicators of the lands put into operation of forest fund for 2025 - 2030 according to appendix No. 8 *;

(l) the List of the state forestry specialized on cultivation of saplings according to appendix No. 9 *;

(m) the List of mountainous and foothill areas in which saplings of trees and bushes by terrace method in 2025-2026, according to appendix No. 10 * land;

(N) the List of scientific experimental stations and the state forestry in which In-vitro laboratories, according to appendix No. 11* are created.

6. Determine that the director of the Agency of the wood:

(a) claims and makes corresponding changes and additions to expense budget of the Agency on the wood and the organizations in its system, and also exercises effective management of property in the procedure established by the legislation within the powers;

(b) organizes attraction and coordinates effective development of grant and borrowed funds of the international financial institutions, foreign states;

(c) attracts in accordance with the established procedure foreign consultants and experts by extrabudgetary funds.

7. Approve the offers of the Agency on the wood providing increase in production volume of ecological products and expansion of types of service in the state forestry, in particular:

(a) in the Andijan, Namangan and Samarkand state forestry - on production of pellets (biological fuel) from waste of wood materials (the dried branches and boughs, roots, sawdust, hay, straw);

(b) in the Kokand and Andijan state forestry - on production of souvenirs from waste of wood materials;

(c) in Bostanlyksky, Kasansaysky, Kitabsky state forestry - on production and packing of honey;
