About creation of Public chamber in case of the President of the Republic of Uzbekistan

For the purpose of the embodiment in practice of the new idea "The initiator of reforms - society", the Republic of Uzbekistan designated in the President's letter to Oliy Majlis of the Republic of Uzbekistan of January 24, 2020, expansion of scale of participation of the population in administration of the state and society, goal achievement of sustainable development of the United Nations, establishment of close mutual collaboration of citizens, society and the state, and also strengthening of public control over activities of state bodies and organizations:

1. Create Public chamber in case of the President of the Republic of Uzbekistan (further - Public chamber), and also public chambers of the Republic of Karakalpakstan, areas and the city of Tashkent (further - regional public chambers).

2. Determine the main activities of Public chamber:

adjustment of modern form of the system and effective dialogue combining the efforts of the state, citizens and institutes of civil society aimed at the further accelerated and all-round development of the country, and also ensuring coordination of their social interests;

assistance in activization of participation of citizens in cases of the state and society, and also in implementation of modern mechanisms of public-private partnership;

system studying of opinion of the population, discussion of topical issues on places and in the industries concerning the population, institutes of civil society and the public, and also introduction of offers to the President of the Republic of Uzbekistan in chambers of Oliy Majlis and the Government about development of the corresponding regulatory legal acts on their permission;

initiation of carrying out basic and practical researches in the field of development of civil society with the participation of scientific and expert groups with the organization of system studying, generalization and analysis of public opinion about state policy in the field and its practical results;

development of indicators of assessment of level of cooperation of institutes of civil society with state bodies, their contribution to social and economic development of the country, protection of the rights and legitimate interests of physical persons and legal entities with preparation on their basis of annual national reports on condition and tendencies of development of civil society;

rendering assistance in adjustment of practical and effective cooperation of institutes of civil society in goal achievement of sustainable development of the United Nations with the organization of public hearings for the matter;

strengthening of activities of public councils under state bodies, rendering methodical and other practical help to them;

assistance in radical improvement of quality of rule-making activities, in particular conducting public examination of drafts of regulatory legal acts on the most topical issues of social and economic life of the country and attracting particular interest of the public, and also to their enhancement on the basis of consultations and public hearings;

involvement of citizens, representatives of non-state non-profit organizations, mass media and bloggers to discussion of questions of realization of freedom of expression, the rights of citizens to obtaining and distribution of information, providing guarantees of freedom of information with development of practical offers on these questions;

forming of effective system of public control, implementation in practice of such efficient forms of modern control, as "public hearing", "public examination", "public monitoring";

development of recommendations about enhancement of public monitoring of realization of reforms and state programs on places and in industries, to acceptance of additional measures for their high-quality accomplishment with regular introduction to the President of the Republic of Uzbekistan, in chambers of Oliy Majlis and to the Government of information on the reached indicators, positive changes and the available problems;

development of institute of "national diplomacy", in particular wide use of opportunities of institutes of civil society in the practical embodiment of priority tasks of foreign policy of the country, improvement of its line item in the leading international ratings, and also establishment of close ties with compatriots abroad, rendering assistance to non-state non-profit organizations in development of international cooperation.

3. Determine that:

a) The public chamber and regional public chambers are considered as permanent advisory advisory bodies;

b) The public chamber consists of 50 members working on a voluntary basis, its structure is created in the following procedure:

18 members of Public chamber are appointed the President of the Republic of Uzbekistan from among citizens, representatives of the non-state non-profit organizations and mass media which made big contribution to development of society, forming of the constitutional state and enhancement of the national legal system, increase in legal culture of the population, protection of the rights and freedoms of citizens, development of science, sport, culture and economy of Uzbekistan, education healthy and harmoniously developed generation which deserved respect and authority among the population;

18 members of Public chamber are accepted in members on the basis of the decision of Public chamber and competitive selection from number of the candidates provided by the non-state non-profit organizations performing activities at the republican level (except for representations and branches of the foreign non-state non-profit organizations performing activities in the Republic of Uzbekistan), mass media and representatives of the general public;

14 members of Public chamber are representatives of regional public chambers who on position are chairmen of regional public chambers;

c) the regional public chamber consists of 21 members working on a voluntary basis;

d) the structure of regional public chambers is created of representatives of the non-state non-profit organizations performing activities in regions (except for representations and branches of the foreign non-state non-profit organizations performing activities in the Republic of Uzbekistan), scientific community, mass media and the general public recommended at public forums;

e) on the first general meetings of Public chamber and regional public chambers:

the questions connected with the organization of their activities are considered;

their commissions are created and heads are elected;

are chosen the chairman of Public chamber - the chairman of the board of Public chamber and three of his deputies, including the one first deputy - the chief of staff of Public chamber, and also chairmen and deputy chairmen of regional public chambers;

for the purpose of the effective organization of activities of Public chamber and regional public chambers bodies of their management - Council of Public chamber and councils of regional public chambers are created. The chairman of Public chamber and his deputies, chairmen of regional public chambers and their deputies, and also heads of the commissions respectively enter into structures of Council of Public chamber and councils of regional public chambers;
