Article 1

Bring in the Federal Law of June 30, 2003 No. 87-FZ "About forwarding activities" (The Russian Federation Code, 2003, No. 27, Art. 2701; 2014, No. 42, Art. 5615; 2016, No. 28, Art. 4558; 2020, No. 12, Art. 1651) following changes:

1) in Chapter 1:

a) add with Article 1.1 of the following content:

Development of state policy and normative legal regulation in the field of forwarding activities are performed by the federal executive body authorized by the Government of the Russian Federation.";

b) add Article 2 with Items 3 - 7 following contents:

"3. Forwarding documents are created in electronic form. The federal executive body performing functions on development of state policy and normative legal regulation in the field of transport determines cases in case of which forwarding documents are processed on paper.

4. Formats of the forwarding documents created in the form of electronic documents (further - electronic forwarding documents), affirm the federal executive body performing functions on control and supervision of compliance with law about taxes and fees in coordination with the federal executive body performing functions on development of state policy and normative legal regulation in the field of transport.
