About implementation of the New computerized transit NCTS5-MD system

For the purpose of ensuring compliance with provisions of article 193 of the Agreement on association between the European Union and European Atomic Energy Community and their state members, on the one hand, and the Republic of Moldova, on the other hand, ratified by the Law No. 112/2014 (The official monitor of the Republic of Moldova, 2014, Art. No. 185-199, 442), according to Art. 296 of the Customs code of the Republic of Moldova No. 95/2021 (The official monitor of the Republic of Moldova, 2021, No. 219-225, the Art. 238), with subsequent changes,

I ORDER:

1. Since July 1, 2024 the New computerized transit system (within NCTS5-MD) for declaration of goods in case of customs transit in the territory of the Republic of Moldova takes root.

2. The transition period on NCTS5-MD is established for a period of 3 months from the date of entry into force of this order, on the basis of the principle of voluntariness and depending on level of training of the economic operator.

3. For accomplishment of Item 2 of the order to economic operators to notify customs authorities within the field of activity on transfer of guarantees and transit transactions from IS "ASYCUDA World" in NCTS5-MD.

4. To heads of customs to appoint in customs of persons responsible for process of migration of transit transactions of IS "ASYCUDA World" in NCTS5-MD by rendering necessary assistance and support to economic operators during transition period of implementation of this system.

5. To the responsible persons specified in Item 4, to demand registration of guarantee and assignment of GRN in NCTS5-MD according to provisions of the Order No. 219/2024 on transfer of guarantees in NCTS5-MD in Management of the customs income, with information on date given by the economic operator concerning migration of guarantee and the beginning of transit transactions, by phones: 022574273, 022574293.

6. After transition period giving and processing of transit customs declarations in NCTS5-MD are obligatory for all economic operators in the Republic of Moldova.

7. To provide to heads of customs authorities bringing to data of all subordinate officials of customs authorities, and also economic operators - holders of the mode of customs transit about content of provisions of this order.

8. To impose control of execution of this order on Management of the organization of customs control and assistance to trade, Management of development and information security and Management of the customs income.

9. This order becomes effective from the date of its signing and is published in the Official monitor of the Republic of Moldova.
