About risk management of natural disasters and protection of the population

Chapter 1. General provisions

Article 1. Subject of regulation of the law

1. This law governs the relations connected with risk management of disasters and ensuring protection of the population and also establishes the rights and obligations of the government, National assembly and courts, independent state and autonomous bodies, local government bodies, organizations (irrespective of form of business) and physical persons, including individual entrepreneurs, in this area.

Article 2. The basic concepts used in the law

1. In this Law the following basic concepts are used:

1) national support attraction of the international rapid response teams, experts, implementation of procedures of acceptance and distribution of humanitarian aid for operational implementation of humanitarian mission by the accepting country Republic of Armenia;

2) the notification provision to the government, National assembly and courts, independent state and autonomous bodies, local government bodies, the organizations (irrespective of form of business) and to the population of urgent information on signals, alarm or collection, possible dangers, and also rules of conduct of the population and need of holding protective measures in case of emergency situations or their threat;

6) risk assessment of disasters - the analytical process expressed in high-quality and quantitative approach to determination of nature and the potential extent of disaster risk;

7) risk management of spontaneous disasters processes, directed to decrease in risk of natural disasters, increase in readiness, emergency response and recovery after natural disasters;

8) the risk management plan of spontaneous disasters - the single planning document regulating providing risk assessment of natural disasters with local government body and object of high risk, decrease in risk of natural disasters, emergency response and carrying out transactions on recovery after natural disasters;

9) decrease in risk of disasters - package of measures for assessment, prevention, prevention of dangers, decrease in vulnerability of the population, settlements, infrastructure and elements of the environment, and also to capacity-building;

10) risk management system of disasters and protection of the population (further - the URB and ZN system) - the system of governing bodies intended for effective solution of problems of risk management of disasters and protection of the population, the commissions on emergency situations, the interdepartmental commissions, the commissions responsible for response to natural disasters, the working groups, the interdepartmental working group of national support, headquarters on management of transactions, communication and warning systems, the automated systems and controls, information collection, risk management of natural disasters and protection of the population, the interconnected integrity of systems of processing and transfer;

11) subjects of the URB and ZN system - The government, National Assembly and courts, independent state and autonomous bodies, local government bodies, the organizations (irrespective of forms of business) and physical persons, including individual entrepreneurs;

12) planned complex assessment of condition of risk management of natural disasters and protection of the population (further - complex assessment) - determination of degree of readiness of subjects of the URB and ZN system for risk management of natural disasters and to the solution of tasks in the field of protection of the population;

13) unplanned research of condition of risk management of natural disasters and protection of the population (further - unplanned research) - identification of problems and shortcomings of the field of risk management of natural disasters and protection of the population among subjects of the URB and ZN system and submission of recommendations about their elimination;

14) individual protection providing of people individual protection equipment from radiative, chemical and biological effects;

15) means of individual protection - the technical means used to prevention or reduction of impact of harmful or dangerous factors per capita and also for protection against pollution;

16) works of the emergency reaction rendering of emergency medical service, implementation of sanitary and epidemiologic actions, urgent measures of radiation protection, disinfecting of the territory, deactivation;

17) vulnerable groups - children, expectant mothers, nursing mothers, elderly people, persons with limited opportunities, persons which are in organizations of social protection of the population, refugees;

18) emergency (accident) - the event which took place in the environment in the field of human activities as a result of which any normal situation or the process which caused effects for prevention, assessment was broken and which elimination there was need for attraction of forces and means of specialized services;

19) the place of emergency, the place of accident - certain territory which influence (extend) or exerted impact the factors causing emergency, accident (extended);

20) the extraordinary situation situation which resulted dangerous natural, climatic, technology, biological (epidemic, cattle epidemic, infectious diseases of plants) of the phenomena, application of types of weapon in certain territory or object and brought or capable to lead to violation of conditions of normal life activity of community or society, the human victims, deterioration in human health, environmental damage and material losses, both mitigation of consequences and recovery after natural disasters are not beyond capability of community or society to cope with them by own forces;

21) zone of emergency situation - the territory within which there was emergency situation;

22) mitigation of consequences of extraordinary situations accomplishments rescue, emergency recovery operations and works of the emergency reaction in emergency situations, providing first-priority conditions for life, health and life activity of people, prevention and prevention of possible development of negative factors;

23) means of reaction - technical, scientific and technical or intellectual products, the equipment, devices, the equipment, equipment, property, including the special controls and communications, methodical materials, computer programs and databases intended for carrying out rescue, emergency recovery operations, works of the emergency reaction;

26) republican plans of protection of the population in emergency situations (further - republican plans) - the planning documents regulating ensuring accomplishment of actions of subjects of the URB and ZN system in case of different (natural, climatic, technology, biological) emergency situations;

27) plans of interaction for protection of the population in emergency situations (further - plans of interaction) - the planning documents regulating ensuring implementation of coordinated actions between subjects of the URB and ZN system (except for physical persons, including individual entrepreneurs) in case of emergency situations;

28) object of high risk in the field of risk management of natural disasters and protection of the population (further - object of high risk) - object with accumulation of people, including shopping centers, movie theaters, medical and educational institutions, entertaining institutions, and also object on which cultural values, documents (National archives, the museums and libraries) where the planned events for protection of life, health and cultural values, documents of people in case of threat of emergency situations or their origin are held are kept;

29) protection of the population complex of the interconnected legal, organizational, technical measures directed to protection of life and human health against emergency situations, ensuring normal life activity;

30) the headquarters on management of transactions" further - the headquarters) - the task working group which is temporarily created for the purpose of bystry and effective implementation of measures for disaster risk reduction, and also mitigation of consequences of emergency situations which coordinates the purposeful and arranged interaction between response forces;

31) stability capability of the state, community and society timely and effectively to resist to impact of dangers, to adapt to the conditions caused by impact and to be recovered quickly;

32) informing - informing subjects of the URB and ZN system via warning systems, mass media and other means (methods) about the actions planned or realized in case of decrease in risk of emergency situations, mitigation of consequences of emergency situations, mitigation of consequences of emergency situations and also for the purpose of the prevention of panic and promotion;
