About additional measures for creating favorable conditions for development of the furniture and woodworking industry

For the purpose of support of activities of producers of furniture, production of competitive products, export stimulation, and also employment and increase in the income of the population by development of industry I decide:

I. Purposes

1. Determine the main target indicators of development of the furniture and woodworking industry for 2025 - 2028:

(a) increase in production volume of furniture products and products of woodworking by 30 percent;

(b) bringing export volume to 100 million US dollars;

(c) implementation of investment projects total cost of 200 million US dollars;

(d) providing 50 thousand of population with work, revenue-producing, in industry.

II. Privileges

2. Till January 1, 2029 when importing raw materials, spare parts, fitment and accessories used in case of production of furniture according to appendix No. 1 * to apply rate of customs duty in the amount of 1 percent.

3. To the Ministry of Economics and finance, to the Tax Committee, Chamber of Commerce and Industry in three-months time to introduce in the Cabinet of Ministers the bill of modification and the amendments in the Tax code providing implementation of procedure according to which in case of realization by distributors to domestic manufacturers of the processing equipment used in the furniture industry which analogs are not made in the Republic of Uzbekistan imported on the territory of the Republic of Uzbekistan according to the approved list and exempted from the value added tax when importing, the tax base is determined by the value added tax proceeding from positive difference between the price of acquisition and sales price of this equipment.

4. Provide since July 1, 2025 to the individual entrepreneurs performing activities in own houses, the right to occupation activities for production of furniture products.

5. To the Uzbek technical regulation agency together with Chamber of Commerce and Industry, the Ministry of investments, industry and trade till August 1, 2025 to make in the Cabinet of Ministers offers on simplification of evaluation procedure of compliance to requirements of regulating documents in the field of technical regulation wood-shaving and fiber boards (products in goods items 4410 and 4411 Commodity Nomenclatures of Foreign Economic Activity, except for floor, wall and ceiling coverings).

6. Government commission concerning investment attraction, development of the industry and regulation of trade by fund of assistance to trade to take measures on:

(a) to increase in the operating size of the square at one company which expenses on lease are subject to covering, during participation of domestic manufacturers with the furniture products in the international exhibitions;

(b) to expense recovery on compensation of foreign specialists, such as production engineers, masters of lacquer paint and designers, in case of their attraction of furniture products by the manufacturing companies;

(c) compensations for expenses, the international certificates connected with obtaining (such as ISO, CE, BIFMA, OEKO-Tex Standard 100, Greenguard), to producers of finished furniture goods;

(d) to covering during the period from July 1, 2025 to June 1, 2027 50 percent of expenses on implementation of information systems on digitalization of production processes (such as CRM, ERP, PLM) at the manufacturing companies of furniture products, but in the part which is not exceeding 5 thousand US dollars.

7. To the ministry of employment and reducing poverty for the purpose of rendering assistance in increase in efficiency in such directions as creation and jobs preservation, creation of brands, logistics and marketing to provide involvement of foreign specialists for rendering services to subjects of entrepreneurship in industry of the furniture and woodworking industry and their training at the expense of means of the State fund of assistance of employment. At the same time to resolve implementation of procurement procedures on services of involvement of foreign specialists without their carrying out electronically.

8. Establish procedure according to which:

(a) The ministry of employment and reducing poverty together with Chamber of Commerce and Industry according to requests of subjects of entrepreneurship in the centers of professional skills organizes short-term qualification training courses (including on the basis of dual education) in the direction of the furniture and woodworking industry. At the same time 60 percent of expenses on training become covered by fund of assistance to trade;

(b) The Chamber of Commerce and Industry and JSC Uzbekekspertiza till July 1, 2025 carry out inventory count of subjects of entrepreneurship - the producers of furniture products and products of woodworking participating in public procurements and also since August 15, 2025 practice of conducting examination of furniture products and products of woodworking regarding determination of its production by domestic enterprises, including execution of the certificate or the expert opinion on goods of national production takes root, from JSC Uzbekekspertiza without collection of payment. At the same time expenses of JSC Uzbekekspertiza are covered by fund of assistance to trade;

(c) since August 1, 2025 the procedure for compensation of 50 percent of expenses on receipt of profile qualification certificates of the authoritative organizations of the developed foreign countries for domestic furniture technologists by fund of assistance to trade takes root.

9. Determine that since October 1, 2025 on the electronic cooperation portal and the pages "National Shop" of operators of electronic systems of public procurements it is allowed to place only furniture products having the certificate on goods of national production and to participate in the biddings to the subjects of entrepreneurship having this certificate. At the same time this procedure does not extend to the public procurements conducted by corporate customers for resale for commercial purposes or uses of goods in production for this purpose.

10. Allocate funds in equivalent of 50 million US dollars for projects of youth in the direction of the furniture and woodworking industry within the funds allocated according to the resolution of the President of the Republic of Uzbekistan of February 14, 2025 No. PP-62. At the same time from JSC Alokabank new financial products for providing entrepreneurs with buildings and the equipment take root.

III. Organizational measures

11. Approve the Plan of measures for development of the furniture and woodworking industry according to appendix No. 2 *.

12. Approve the List of areas of the accelerated development of mebelestroyeniye on the basis of Hankinsky experience in 2025-2026 according to appendix No. 3*.

13. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to take measures for creation of the furniture centers in regions and to placement of projects in them on the basis of Hankinsky experience providing:
