About measures for expansion of range of social services to persons needing foreign leaving
For the purpose of expansion of scope with social servicing and its types within the "From Poverty to Wellbeing" Program, further increase in scale of scope with social services of persons needing foreign leaving, and also I decide encouragement of participation of private sector in this process:
1. Main objective of this resolution is elimination of the factors limiting possibility of families to work by expansion of types and scope with social services of the full age persons needing foreign leaving.
2. Implement since June 1, 2025 the "Step to Active Life" Program directed to support of the full age persons needing foreign leaving (further - the Program).
3. Determine that within the Program rendering the following new 5 types of social services is adjusted:
(a) service of rendering the social help in house conditions;
(b) service of supervision in house conditions;
(c) medico-social resettlement service;
(d) service of supervision in the form of day visit;
(e) service of the individual assistant.
4. Establish procedure according to which the system of compensation of part of expenses on the basis of the voucher for use of the social services organized within the Program takes root. At the same time:
(a) the cost of the voucher is paid in the amount of, established by the Cabinet of Ministers, at the expense of the funds allocated for these purposes to the National agency of social protection (further - the Agency), and the State Social Security Fund in the form of subsidies;
(b) the social services organized within the Program along with Inson social service centers of the Agency and the organizations of system are individual entrepreneurs, legal entities or self-employed persons;
(c) provision of the voucher and payment of its cost, and also agreement signature with persons rendering social services are performed by means of the Family Partner platform in the information system "Single National Social Protection";
(d) the voucher is provided:
(i) to persons (families) included in the Register of poor families, the Register living alone, lonely aged and persons with disability needing foreign leaving, or receiving children's benefit and financial support by means of the information system "Unified Register of Social Protection" - for the social services specified in subitems "a" - "" of Item 3 of this resolution;
(ii) to person to whom the I group of disability, to person to whom primary disability on sight, person to whom use of wheelchair - for service of the individual assistant is for the first time appointed is established is established;
(e) within the Program the Agency is granted the following rights:
(i) attract on the basis of the direct agreement of persons rendering social services for a period of up to January 1, 2027;
(ii) attract on the basis of the direct agreement of specialists to forming of the individual plan of social services and conducting monitoring of its accomplishment.
5. To the agency:
(a) till September 1, 2025 to start the program of advanced training and retraining of workers with involvement of foreign experts;
(b) till December 1, 2025 to organize under the Centers of social support small-sized marital homes for the full age persons needing foreign leaving.
6. Approve the Program of measures for enhancement of system of rendering social services to the full age persons needing foreign leaving it agrees prilozheniyu*.
7. To the agency in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.
8. Discussion of course of execution of this resolution, implementation of coordination and the control of organization activity responsible for its realization to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the adviser to the President of the Republic of Uzbekistan - the director of the Agency M. P. Olloyorov.
