About additional measures for enhancement of system of employment of persons with disability

For the purpose of ensuring transition of persons with disability in active members of society by elimination of the negative factors limiting possibility of persons with disability to work, training in their professions and assistance of employment according to the "From Poverty to Wellbeing" Program I decide:

I. Purposes

1. Determine main objectives of adoption of this Decree:

(a) creation of system of financial stimulation of the subjects of entrepreneurship who rendered assistance to employment of persons with disability;

(b) implementation of system of special services for implementation of effective activities of persons with disability;

(c) assistance in promotion on the markets and sales of goods, made by persons with disability;

(d) training in modern professions of young people with disability and creation of additional opportunities for their access to the labor market;

(e) ensuring stable employment and receipt of the worthy income of 80 thousand persons with disability until the end of 2025.

II. Tax benefits and measures of financial assistance

2. Establish procedure according to which:

(a) tax benefits, stipulated in Item 2 Presidential decrees of the Republic of Uzbekistan of December 27, 2024 are applied No. UP-229 to the subjects of entrepreneurship performing productive activity in the directions of the sewing and knitted, footwear and leather haberdashery industry also in case of employment of persons with disability of I and II groups which are not included in the Unified register of social protection or the Register of poor families with observance of the conditions determined in the above-stated Item;

(b) to the non-state legal entities who employed persons with disability of I and II groups and paying them the salary in the amount of at least a minimum wage, the rate of the social tax on these persons is estimated in the amount of 1 percent, to individual entrepreneurs the social tax is not accrued;

(c) since July 1, 2025 the tax benefits determined by the legislation are applied to persons with disability without their address in pro-active form.

3. Determine that since June 1, 2025:

(a) the subsidy at the rate to 50 million sum is allocated to the subjects of entrepreneurship who employed persons with disability of I and II groups. At the same time:

(i) the subsidy is allocated for covering of expenses on the organization of services of the signer, psychologist and maintenance;

(ii) physical persons are allowed to render services of maintenance as self-employed person;

(b) in the Republic of Karakalpakstan, the Andijan, Kashkadarya, Namangan, Samarkand, Surkhandarya and Fergana regions, since January 1, 2026 - in other regions of the republic allocation of subsidies at the rate to 500 million sum to the subjects of entrepreneurship who employed or rendered assistance in employment of persons with disability of I and II groups on the basis of creation of the working conditions which are at the same time conforming to the following requirements takes root:

(i) providing persons with official work with disability of I and II groups within at least three months;

(ii) payment to persons with disability of I and II groups of the salary is at least twofold amount of minimum payment of work;

(c) the subsidy provided by the subitem "b" of this Item is provided in triple amount of minimum payment of work for each person with disability which employment is provided.

III. Measures for enhancement of procedures

4. Implement procedure for employment of persons with disability according to which:

(a) since June 1, 2025 in the information system "Single National Social Protection" the electronic register of able-bodied persons with disability is kept (further - the electronic register). At the same time:

(i) data on education of persons with disability and their labor activity are created;

(ii) for employers access to data of the electronic register and employment of the suitable candidate is created;

(iii) data of the electronic register are created on the basis of electronic programs of responsible state bodies in real time;

(iv) Inson social service centers conduct monitoring of condition of employment of the faces included in the electronic register;

(b) since August 1, 2025 in the Interdepartmental hardware and software "Single National System of Work" the system of reservation of workplaces for persons with disability takes root. At the same time the organizations perform reservation of workplaces by means of data of the electronic register proceeding from physical condition and opportunities, and also qualification level of persons with disability in the place of the dislocation.

5. Determine that since June 1, 2025 the Unified register which is kept according to the resolution of the President of the Republic of Uzbekistan of October 12, 2022 No. PP-390, join exclusively following subjects of entrepreneurship, and also data on the goods made by them and the rendered services are entered:

(a) the commercial organizations in which total number of workers persons with disability performing activities in this organization for at least 6 months constitute at least 25 percent (at least four people) and also the salary fund of persons with disability constitutes at least 25 percent from the general fund of compensation;

(b) individual entrepreneurs from among persons with disability performing activities for at least 6 months.

6. Establish procedure according to which:

(a) since June 1, 2025:

(I) on the Electronic cooperation portal functioning of electronic trading platform for implementation of public procurements of the goods and services made and rendered by the subjects included in the Unified register is adjusted;

(II) the state customers are allowed to conduct procurement of goods (services) by cost to the ten-thousand size of basic settlement size under one agreement at the subjects included in the Unified register by means of electronic trading platform. At the same time if one participant took part in the electronic biddings within 48 hours, the state customer is granted the right to implementation of purchases by the bidding with the participant electronically or on the basis of other type of public procurements;

(b) the subjects of entrepreneurship which provided employment of persons with disability and who rendered assistance in their socialization are awarded with the National agency of social protection (further - the Agency) the award "Inclusive Employer";

(c) The agency and Chamber of Commerce and Industry together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent annually in May hold exhibition of products made by persons with disability under the motto "For the sake of the Person".

IV. Organization, providing and control of execution of the Decree

7. Approve:

(a) The program of measures for enhancement of system of employment of persons with disability according to appendix No. 1 *;
